Overview
The Departmental Budget Supervisor oversees department's finances to guide and increase effectiveness of financial administration. Supervises departmental finances to allow programmatic staff to focus on service delivery.
Essential Functions
1. Oversees, supervises, and manages the annual budget preparation and compliance for various departments within the City; prepares budget, reconciles personal cost, performs financial analysis, and reviews cash balances and other funds.
2. Implements plans, schedules, and assignments; determines objectives needing emphasis; recommends or adjusts work priorities, project schedules, resources, and work plans as required.
3. Gives advice, counsel, instruction, and identifies routine training needs for budget related staff; provides knowledge and expertise on budget development, financial accounting, and remaining compliant with financial and accounting practices; ensures appropriate internal controls are in place and regularly audits cashier tills, accounts, and general billing activities.
4. Prepares monthly reports for assigned department(s), responds to questions concerning budget variances, performs year-end reconciliation and assistance, and assists departments with financial management.
5. Reviews and approves delivery orders, master agreements, contracts and requisitions for goods and services, and other financial expenditures; maintains and monitors outstanding encumbrances and contracts; assists with proposal requests and qualifications while supporting the processing of Administrative Actions.
6. Provides vendor support for assigned department(s) and ensures all invoices and billings are posted and recorded.
7. Performs other work as needed or assigned.
Knowledge and Skills
Minimum Qualifications
Experience
Three (3) years of experience in budget management and development for a particular department or a group of departments. At least one (1) year in a Senior or Lead role, supervising multiple projects and/or budgets.
Licenses and Certifications
None
Education
Bachelor's Degree in Public Administration, Finance, Accounting or a related field.
Equivalencies
Associate degree and 5 years of required related experience including 1 year of supervisory/lead responsibilities may qualify both education and experience requirements.
Salary Range
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
