Job Summary
This is the highest level of supervision and may on occasion have some managerial responsibilities however, the primary duty remains to supervise Non-Exempt and/or Exempt positions in a medium or large operational unit. There may be several functional areas that are complex and have a substantial impact on overall operations. This level supervises employees in complex administrative, journey trade, highly complex technical and/or professional employees that provide services or products to persons inside or outside the organization.

Overview
The Manager-Water Distribution directs, manages, and oversees all water distribution, maintenance, and operational efficiency for the Dallas Water Utility. Serves as the Division Manager providing direction and leadership for a wide range of water distribution activities.
Essential Functions
Manager – Water Distribution/Operations:
Manages, directs, and leads all operations and activities of the water utility distribution and meter management department and staff; organizes, plans, staffs, directs, and controls programs to respond to customer requests for water meter and distribution related services.
Manages the hiring and performance evaluation procedures for the department; approves and enforces discipline, verifies and approves time, manages service contracts, equipment, and technology and facilitates departmental success and effective service and maintenance delivery; hears and resolves grievances and implements disciplinary actions when necessary.
Develops and implements long range plans, programs, and schedules; determines goals and objectives needing emphasis; directs and coordinates work through leaders or team chiefs; and provides coaching or technical direction as needed.
Directs and oversees the plant performance and daily usage of chemicals; coordinates the various maintenance and water distribution employees, communicates with laboratory personnel, and facilitates the optimization of plant procedures and processes; ensures proper documentation of time, parts used, cost of labor on completed Preventive or Corrective maintenance work orders.
Directs and coordinates maintenance activities with contractors, vendors, and other trades within the plant or other city departments to ensure efficient work; participates in and conducts various staff and out-of-service meetings where maintenance management is planned to ensure equipment availability, reliability, and capacity in support of overall plant management objective.
Develops and implements budget for department and operations; inspects work, audits activities, and identifies equipment that needs to be procured; creates budget to meet needs in the most cost-effective manner.
Finds and implements methods to improve production or effectiveness; oversees the inspection of plant procedures, meter operations, and customer service.
Performs any and all other work as needed or assigned.

Knowledge and Skills
Knowledge of departmental management.
Knowledge of Water and Wastewater systems and general equipment and meters.
Knowledge, use, and care of hand and power tools.
Knowledge of water and wastewater mains and facilities.
Ability to prioritize work, provide training, and facilitate efficient service delivery.
Ability to follow and give oral and written instructions and read charts and maintain written records.
Ability to participate in budget development, procurement activities, and inventory management.
Ability to perform math calculations.
Ability to perform a variety of manual labor for extended periods.
Ability to lift and work with heavy equipment.
Ability to maintain record keeping or work log system.
Communicating effectively verbally and in writing
Establishing and maintaining effective working relationships.
MINIMUM QUALIFICATIONS:
EDUCATION:
High school diploma or GED.
EXPERIENCE:
Eight (8) years of experience in a high-volume [> ten (10) million gallons per day] water utility operations (purification, pumping, distribution, wastewater collection or treatment).
AND
Two (2) years of experience with supervisory or management responsibilities which included hiring, performance evaluations, and/or disciplinary actions. (This experience may be included in the required experience listed above.)
EQUIVALENCIES:
Associate degree in any field plus six (6) years of the required experience including two (2) years of the stated supervisory/management responsibilities will meet the education and experience requirements.
Bachelor's degree (or higher) in a science or engineering field plus four (4) years of the required experience including two (2) years of the stated supervisory/management responsibilities will meet the education and experience requirements.
Bachelor's degree (or higher) in a non-specified field plus six (6) years of the required experience including two (2) years of the stated supervisory/management responsibilities will meet the education and experience requirements.
Current Wastewater Collection Class III License from the Texas Commission on Environmental Quality (TCEQ) will meet the license requirements. (Wastewater Division).
LICENSES:
Valid driver's license with good driving record.
Current Class B (or higher) Water Distribution or Surface Water License from the Texas Commission on Environmental Quality (TCEQ).
OTHER REQUIREMENTS:
Must have own transportation.
Subject to twenty-four (24) hour emergency calls, and inclement weather conditions
Salary Range
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
