Overview

The Project Manager – Fund Development, Grants oversees, manages, leads, and directs the Fund Development activities for the Park and Recreation Department.

Essential Functions

Manages, oversees, and provides specialized expertise for grant-funded programs within the Department; reviews and evaluates funding available through grants from governmental, state, and federal agencies to determine feasibility of developing programs to supplement annual budget allocations and capital projects.
2 Authors, drafts, edits, and manages the submission of all competitive grant applications on behalf of the Department, to include research, preparation of narratives, budgets, and supporting documentation.
3 Communicates with department staff during the application process and throughout the life of the award for compliance and audit support.
4 Conducts research and analysis to identify grant resources; oversees and provides lead direction in the application, management, and administration of grants and communicates research information to departments and private or non-profit organizations that provide services to Dallas citizens.
5 Interprets federal, state, and tribal government laws and regulations regarding grant contracts and administration; provides professional understanding and explanation and serves as an internal resource of various grant-funded programs and their related requirements.
6 Oversees, monitors, and ensures that all grant applications are submitted complete and on time, with the best projects for overall Department interests; monitors granting agency requirements and ensures that all program requirements are met.
7 Coordinates with representatives of funding sources to apply for grant term extensions, grant agreements, applications or budget adjustments; consistently develops understanding of various grants and business processes to ensure compliance with grant administration and activities.
8 Serves as a program subject matter expert and program liaison; remains current and up to date on new developments in program-related areas including regulatory changes and best practices; serves as the primary contact for various grant-funded programs and represents the City on program-related planning initiatives.
9 Ensures approval of the application and acceptance process of all grant applications and awards through the Park and Recreation Board and City Council.
10 Provides regular updates to City Management on grant-related issues, current grant opportunities, and future grant funding; reports on compliance concerns and potential funding threats.
11 Provides technical assistance, management, and oversight to department through the life of a grant; monitors and assists with compliance requirements, facilitates success for audits, and monitors general accounting, administration, and requirements.
12 Develops, updates, and implements policies and procedures for grant-funded programs; maintains manuals and forms associated with assigned programs, evaluates effectiveness of program design and makes sound recommendations; updates policies and provides training and technical assistance to staff on policies and procedures.
13 Oversees the development and delivery of grants training to all Department employees.
14 Performs any and all other work as needed or assigned.

Knowledge, Skills and Abilities

1 Knowledge of grant writing, management, and administration
2 Knowledge of funding mechanisms for federal, state, and private sources of funding.
3 Knowledge of City policies and procedures related to financial management.
4 Knowledge of grant applications and implementation.
5 Ability to manage staff and subordinate supervisors to ensure effective services.
6 Ability to conduct and perform various related training.
7 Ability to maintain connections within other City departments and external funding agencies.
8 Communicating effectively verbally and in writing.
9 Establishing and maintaining effective working relationships.

Experience

5 years grant writing, grant program submission, grant management, or other finance, grants or accounting-related experience.

Licenses

None

Education

Bachelor's Degree in Public or Business Administration or Finance-related field.



Salary Range

 

$66,743.57 - $83,429.46


 

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
