Job Summary
Job Description
The Assistant City Engineer oversees, directs, supports, and manages a team of professional engineers, technical personnel, and clerical staff performing the planning, design, and implementation strategies of design and construction for Capital Bond Projects.
1 Directs, manages, and oversee the activities of engineering staff performing extensive design and construction activities; supervises the hiring, training, and delivery of performance evaluations to ensure productivity and quality standards are maintained.
2 Reviews, evaluates, and interprets feasibility studies and cost estimates; develops programmatic requirements, establishes budgetary, scheduling, and City staff levels, and identifies specialized consulting engineer or design professionals required to complete projects.
3 Participates in consultant selection process and secures authorization to award contracts, negotiate fees, and execute contracts.
4 Directs, manages, and oversees the team and related staff in the development and completion of documentation of projects' or programs' established goals within the given budgetary and time requirements.
5 Reviews, evaluates, and analyzes construction plans; oversees the advertisement and award Capital Bond projects for design and construction; reviews and approves council agenda items, administrative actions, and change orders.
6 Assists with bond program packages; updates needs inventory, project scope and budgets, as well as priorities working with inter-and intra-departmental effort.
7 Represent the department at public or stakeholder meetings related to Capital Bond projects; attends meetings with North Central Texas Council of Governments and represents department internally as a committee member to improve current standards or systems.
8 Investigates and researches service requests, open record requests, licensing, and abandonment requests.
9 Performs any and all other work as needed or assigned.
1 Knowledge of engineering principles, practices, and design for public works infrastructure projects.
2 Knowledge of Public Administration.
3 Knowledge of Business Management and facilitation.
4 Knowledge of City policies and procedures
5 Knowledge of Capital Bond projects, administration, and execution.
6 Knowledge of project management.
7 Ability to supervise, oversee, manage, train, and direct staff.
8 Ability to understand and apply engineering rules and regulations to various settings.
9 Ability to interpret design plans and construction projects.
10 Ability to review and evaluate engineering plans for City projects.
11 Ability to navigate budget and allocation, design timelines, and project management execution.
12 Communicating effectively both verbally and in writing.
13 Establishing and maintaining effective working relationships.
MINIMUM QUALIFICATIONS
EXPERIENCE:
Eight (8) years of experience as a Professional Engineer.
AND
Three (3) years of supervisory/management responsibilities. (Experience may be obtained concurrently.)
LICENSES:
Professional Engineer License. (Professional Engineers with license/registration from other states must obtain the Texas license within probationary period.)
Valid driver’s license with good driving record.
Salary Range
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
