Obsolescence Management Coordinator

 

Job Description

The COLUMBIA program is in serial production for ship construction. Given the new electronic and control system technology implementation on the class, coupled with similar technology growth on the VIRGINIA class block upgrades, and the rate that new technology changes, evolution in the programs obsolescence management strategy is required.  

   

There are over 100 electronic/control systems on the COLUMBIA class that are monitored for obsolescence risk where a subset are shared designs with the VIRGINIA class. Substantial growth continues to be seen in the number of obsolescence cases that require exhaustive engagement with the supply base for extending the existing design or pursuing redesign and development efforts with cross program coordination.

 

The Obsolescence Management coordinator role within the COLUMBIA program will partner with the Obsolescence Engineering team, the cross-program diversion team, and the VIRIGINIA program office to track new and existing obsolescence cases, establish program resolution plans, and oversee execution of those plans both by the functional organizations within Electric Boat and by the applicable vendor base. The person in this role will be expected to leverage program metrics, monthly engineering developed status briefs, and supplier status briefs to ensure execution in support of ships construction and delivery schedules while also reporting to the Navy on status, and partnering with the Navy as required on mitigation and resolution action.

The person is this roll will be a primary program interface with COLUMBIA Engineering Directorates, Materials, Design-Build, Planning, Groton and Quonset Point Construction Program Office and Ships Management, SUPSHIP, and NAVSEA. This roll provides the opportunity to both lead the charge with a supporting team on solving current and emerging program obsolescence challenges, while also bringing expertise from across the program together to develop and execute solutions for component design change, development, test, and delivery. 

 

Responsibilities

The person in this coordinator role will be expected to lead on component obsolescence and obsolescence related program progress, issue identification/resolution, and issue avoidance/process improvement initiatives in support of the COLUMBIA program.  The successful candidate will be responsible for teaming with the Program Supervisor and Program Manager in program planning and execution of work by a matrixed staff from Engineering, Operations, Material, Finance, Planning, and Design-Build as described in Electric Boat Policy-02604. This execution includes coordination with VIRGINIA program counterparts as required in the management of obsolescence to include the oversite with component engineering and purchasing of the redesign, manufacturing, qualification/performance test, and turnover of components developed for the COLUMBIA class. Given the scope of the role and pace of growth of obsolescence this role is established as a coordinator position to enable the potential addition of direct reporting team members.

 

Overall Responsibilities Include:

  • Working weekly with the Obsolescence Engineering team to develop and maintain program metrics on program status, performance and risk within each case, risk to the class, etc.
  • Engaging weekly with engineering, purchasing, and VIRGINIA program office as required in developing and updating POAMs, status summary slides, and slide briefs used internally and for engagement with EB leadership and the Navy.
  • Coordinating with the VIRGINIA program office, the cross-program diversion team, and other functional organizations in establishing cross-class mitigation plans where required.
  • Engaging as a leading voice with component engineering and purchasing on their development’s weekly execution with their supplier base while coordinating on removing road-blocks and enabling timely or urgent execution.
  • Integrating with the contracts program office team, finance, VIRGINIA program office as appropriate and the Navy to enabling contract compliant and timely funding of mitigating and resolving action on obsolescence.
  • Development and presentation of monthly metrics briefs and status high risk obsolescence cases for Program Management Team (PMT) meetings with PMS-397 and SUPSHIP in coordination with engineering and purchasing.
  • Support and lead on bi-annual program reviews for obsolescence to include the development of the briefing package and providing the brief to the Navy in coordination with the enterprise.

Overtime and periodic travel to EB facilities at Quonset Point, and as necessary to the Washington Engineering Office, nationally to vendor facilities, should be expected. This position is flexible to work from home as needed while appropriately supporting the team and the program.

Qualifications

Required:

  • Bachelor's Degree (or higher) in the field of Engineering, Management & Engineering, Finance or Business
  • 4+ years of Electric Boat experience
  • Active DoD Secret Clearance

Preferred:

  • Engineered component development and vendor management experience
  • Electric Boat shipyard experience to include construction, test, and certification
  • Understanding of sub-tier supplier contracts and sub-tier supplier management practices
  • Previous supervisory or lead experience
  • Program management experience
  • Experience working with SUPSHIPS-Groton and NAVSEA
  • Experience with Electric Boat’s processes for material acquisition and receipt
  • EB Future Leaders Group, Enrolled or Graduated
  • Familiarity or expertise with MS Visio and Access, and business system tools including 3G, 7G, SPARS, Artemis, Applecore, MRPII, IPDE are desired
  • Management of team actions and projects through share point will be needed.
