Overview

Under general supervision of the Director of Finance, accomplishes the objectives of the Accounting & Finance Department by assisting in managing all functions required to assure maximum return on company assets, establishing policies, procedures, controls with detailed audit trails, and reporting systems. Ensures all Accounting & Finance functions and programs are maintained in accordance with Generally Accepted Accounting Principles.

Responsibilities

SUPERVISION RESPONSIBILITIES:

  • Direct reports viewable through organizational chart.

COMMUNICATION:

  • Ensures company information provided by management is effectively communicated to assigned staff and ensures staff concerns, request for information and ideas for improvement are effectively relayed to management.
  • Facilitates the flow of information throughout the organization.
  • Stays informed of company information and communications by reviewing all e-mails, digital boards, and SharePoint.

 

DEPARTMENT :

  • Supervise and guide managers and team members responsible for daily revenue balancing, audit reconciliation and compliance reporting.
  • Direct staff in the reconciliation and review of related general ledger accounts to ensure accuracy and proper documentation.
  • Maintain the integrity of daily revenue reporting, reconciliations, and financial statement inputs.
  • Manages the daily & monthly general ledger posting process.
  • Review and validate monthly, quarterly, and annual financial results for completeness and accuracy.
  • Review and interpret unusual transactions, adjustments, or unexpected financial results to determine appropriate accounting treatment and required follow-up.
  • Identifies, develops, and implements standardized accounting policies and procedures in accordance with Generally Accepted Accounting Principles.
  • Assists to maintain a system of internal controls and administrative controls as related to employees, policies and procedures, NIGC MICS and Tribal Gaming Regulatory Office.
  • Stay current on regulatory and operational updates, including NIGC regulations, and evaluate their impact on the revenue audit functions.
  • Regularly review and recommend changes that strengthen enterprise Internal Controls to ensure the effectiveness and efficiency of audit processes.
  • Oversee the Anti-Money Laundering (AML) program and ensure compliance with Title 31, Bank Secrecy Act (BSA), and related federal regulations.
  • Collaborate with the Compliance Officer to ensure training, monitoring, and reporting meet or exceed regulatory standards.
  • Conduct annual risk assessment of compliance program for effectiveness and lead remediation efforts where deficiencies are identified.
  • Oversee month-end closing procedures and prepare monthly / annual reports.
  • Assists in the timely submission of all monthly, quarterly, and annual reports.
  • Meets and coordinates activities with external and internal auditors, as needed, to ensure the organization complies with accounting standards, governmental regulations, and AML Program effectiveness.
  • Work closely with operations and compliance to address process updates necessary for an effective audit.
  • Keeps management teams and other departments informed of the status of activities and of significant events by attending meetings, submitting reports and meeting individually as necessary.
  • Oversee the supervision of staff, including work allocation, scheduling, training, and problem resolution.
  • Participates in the recruiting, interviewing, hiring, training, scheduling, supervising, evaluating, coaching, and counseling of department employees.
  • Ensures adequate staffing to meet organizational needs and budgets.
  • Obtains, develops, and maintains necessary personnel, training, and equipment to achieve financial, operational and compliance expectations.
  • Attend regular staff meetings to ensure proper communication among personnel regarding departmental activities.
  • Contributes to departmental effectiveness by identifying short-term and long-range issues and goals to provide information and proper courses of action.
  • Assists managers in developing, implementing, and monitoring individual budgets.
  • Coordinates the technological needs of the department, ensures staff is fully trained on systems, policies, and procedures.
  • Conducts routine department evaluation and assessments of department components and staff according to established policies, procedures, and regulations for the department.
  • Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, reviewing professional publications and conferring with representatives of contracting agencies and related organizations.
  • Contributes team effort and accomplishes related results as required.
  • Performs all other related and compatible duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Prior knowledge of the standards, policies, practices, and procedures of Generally Accepted Accounting Principles and Governmental Accounting Standards.
  • Working knowledge of Title 31, AML, BSA and related federal compliance requirements.
  • Managerial and statistical analysis.
  • Operate business computers and office machines.
  • Experience in preparing, reviewing, and analyzing operational and financial reports.
  • Previous leadership supervising, training, and evaluating assigned staff.
  • Communicate effectively both verbally and in writing.
  • Must establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels.
  • Ability to maintain strict confidentiality.

PHYSICAL DEMANDS:

  • The employee is also regularly required to stand for extensive periods of time, walk, sit, and use hands to finger, handle, or feel objects, tools, or controls.
  • Ability to sit, stoop, kneel, crawl, balance, or crouch while performing duties.
  • Ability to use hands to finger, handle, or feel.
  • Ability to use arms to reach and lift above shoulders.
  • Must have normal auditory and good verbal communication.
  • Ability to lift upwards of 30 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

 

REGULATORY COMPLIANCE:

  • Monitors all relevant activities of the area of responsibility, to ensure that all applicable laws, rules, regulations and controls of the organization, and the National Indian Gaming Commission (NIGC) and the Osage Nation Gaming Commission (ONGC) are understood and enforced by all applicable personnel.
  • Maintains excellent working relationships with other Company staff and all applicable regulatory commissions and other agencies as may be applicable to ensure compliance.
  • Performs all duties in accordance with company core values, objectives of the Osage Nation, internal policies and procedures, as well, as applicable laws and gaming regulations, including but not limited to, the state-tribal compact, IGRA, MICS, ONGR, the Bank Secrecy Act, Office of Foreign Asset Control, USA Patriot Act and Privacy Act.
  • Ensures assigned staff are aware of, understand and comply with regulatory requirements and enforces regulatory standards through discipline when necessary.

 

WORK ENVIRONMENT:

  • Work is typically performed within an office, casino, or hotel setting.
  • Exposure to second-hand smoke.
  • The noise level in the work environment is low to moderate.
  • The employee may be exposed to risks associated with travel between properties and back and forth to other areas as may be required due to business demands.

 

Qualifications

MINIMUM QUALIFICATIONS:

  • Must be a minimum of 21 years of age.
  • Bachelor’s degree in Accounting, Finance or related field, Seven (7) years’ Accounting & Finance experience, and Five (5) years in management capacity required.
  • Experience in gaming & hospitality is highly preferred.
  • Strong understanding of compliance requirements including Title 31, AML and related regulations preferred.
  • Master’s Degree and CPA is preferred.
  • Knowledge of Internal Controls and process documentation is preferred.
  • Must be able to obtain and maintain an Osage Nation Gaming License.
  • Osage preference and Native American Indian preference shall apply to all positions at Osage Casinos.
