A bit about the role
The Fourth Licence represents a step-change in the approach to regulating the National Lottery. It is centred on an outcomes-focused approach to regulation and reflects the Statutory Duties of the Commission. This approach places increased responsibility and accountability on the Licensee to operate the National Lottery to achieve outcomes consistent with the National Lottery etc. Act 1993.
In practice, increased Licensee ownership places greater emphasis on internal management and assurance, including Strategies, Policies, Processes and Procedures (SPPP) and broader aspects of outcomes delivery, which are used to provide Gambling Commission with assurance of compliance with the Fourth Licence, including through the provision of key assurance artefacts including the Annual Assurance Statement and Annual Resilience Assurance Statement as required by the Fourth Licence.
Working for the Head of Regulatory Assurance, the Regulatory Assurance Manager will play a key role in helping the business maintain proportionate standards of regulatory assurance that support delivery of our commercial plans and regulatory outcomes.
What you’ll be doing
SPPP
- Maintaining a proportionate, best practice approach to SPPP to ensure these remain fit for purpose in an agile, dynamic and innovation-driven business while driving quality and a continual improvement approach
- Providing assurance on compliance with licence conditions relating to SPPP and assurance including through:
▪ Overseeing and coordination delivery of the annual regulatory assurance requirements for SPPP in collaboration with functional stakeholders
▪ Providing guidance on when SPPP are required to be created or updated as a result of changes in business activity.
▪ Managing the delivery of relevant board assurance requirements, with oversight from senior team members.
o Managing the evolution of the structure and templates for SPPP to ensure useability and support commercially effective, customer-focussed compliant operations. Work with internal stakeholders to ensure that SPPP are easily discoverable and accessible by business users.
Assurance
- Working with the Head of Regulatory Assurance and Transformation, leading development of key assurance artefacts (such as the Annual Assurance Statement) for the Board and Gambling Commission, including engagement with key internal stakeholders and contributors, contributing to drafting, quality assurance and identifying priority areas for assurance activity in the following annual cycle
- Identify and develop responses for matters requiring regulatory assurance including engaging on issues identified internally or by the regulator
