Summary
This is an administrative position in which the incumbent is responsible for formulating plans and directing the activities of the Purchasing Department which performs under the general guidance of the Comptroller. The job responsibilities involve complying with the purchasing laws of the State of Mississippi while coordinating and promoting economy and efficiency in the purchase of commodities by County departments. The incumbent should use judgment in interpreting and applying statutes policies, guidelines and procedures.
Essential Functions and Responsibilities
The following examples are intended only as illustrations of the various types of work performed in positions allocated to this occupational class. No attempt is made to be exhaustive; related, similar, or other logical duties are performed as assigned.
Plans, coordinate and supervises the work of the staff engaged in a countywide purchasing program in which the division is responsible.
Maintains current information on state laws, regulations and interpretations that are required for purchases by local governments.
Informs County Administrator and Comptroller of all laws and regulations and changes to laws or regulations effecting purchasing by local government.
Performs all functions and exercises authority as necessary in directing the operations of the Purchasing Department.
Plans and coordinates the purchase of commodities in volume for the County to take advantage of the savings made possible by volume purchasing.
Ensures that purchases of commodities can be made by County departments at fair prices.
Directs the preparation of specifications, legal advertisements and formal bid invitations regarding the purchase of commodities.
Perform other duties as assigned.
Qualifications
Bachelor’s degree from an accredited four-year college or university and five (5) years administrative or professional experience.
Or
A high school diploma or GED and years’ experience with nine (9) years administrative or professional.
