POSTED UNTIL FILLEDESSENTIAL JOB FUNCTIONS:
1. Ability to manage capital paving and drainage projects through design, right of way, utility and construction phases.
2. Ability to review public and private paving and drainage construction plans, hydraulic studies and plats.
3. Ability to use effective verbal and written communication techniques with the public, City Council, various committees and commissions, and professional and technical personnel.
4. Ability to select, train, discipline, evaluate and supervise subordinates to ensure the department's objectives are met.
OTHER JOB FUNCTIONS:
5. Ability to serve as cross functional subject matter experts.
6. Ability to evaluate all engineering related issues during the acquisition of property and utility relocation phases for paving and drainage projects.
7. Ability to provide expert testimony to City Council, District Courts, and other various boards or commissions as may be required.
8. Ability to negotiate and administer engineering services and construction contracts to ensure that the City's policies, standards, and schedules are met.
9. Ability to evaluate floodplain related issues during planning, design, and construction of development and capital projects.
10. Ability to investigate drainage problems and evaluate alternative solutions.
MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required:
Knowledge of the principles and practices of civil engineering and hydrology and hydraulic engineering related to
municipal surveys, plans, public work designs, material evaluation, construction and maintenance of paving, drainage and subdivision development projects.
Knowledge of surveying practices and procedures, drafting, design and inspection of paving and drainage projects.
Knowledge of the City Subdivision Rules, Design Criteria Manual and the Floodplain Management Program.
Knowledge of laws and local ordinances pertaining to paving and drainage projects.
Knowledge of the methods, equipment and materials used in surface and underground construction and maintenance.
Skill in use of roadway design criteria including vertical and horizontal curves, sight distances, stopping sight distance, and other basic street design issues.
Skill in planning, organizing and coordinating multiple engineering projects.
Skill in interpreting and writing engineering specifications.
Skill in communicating by verbal and written means with citizens and professionals.
Ability to receive detailed information through oral communication, and to make fine discriminations in sound.
Ability to perform a variety of physical skills including, but not limited to seeing, holding, calculating and writing.
Ability to operate a variety of office equipment including but not limited to a PC and a calculator.
Ability to work in both indoor and outdoor environments.
Ability to organize and coordinate materials, information and resources associated with paving and drainage projects.
Ability to write clear concise reports regarding engineering issues.
Ability to act independently on major paving and drainage projects and make sound engineering decisions based on experience and engineering judgment.
Ability to operate motorized vehicle.
Qualifying Education and Experience:
Bachelor's Degree in Civil Engineering plus four years experience in field of public works engineering, or any equivalent combination of education and/or experience.
Professional Engineer licensed in the State of Texas required.
Possession of a valid Texas
Operator's License, Class C.
