$81,642.50 - $102,053.16

Job Details:

Under nominal direction, acts as project manager and project coordinator on activities related to transportation planning and innovative transportation project programming and implementation, including negotiating professional service agreements, monitoring consultant contracts, preparing and presenting staff reports to City Council and providing transportation planning and service assistance to the public and city departments.

ESSENTIAL JOB FUNCTIONS:

1. Ability to complete assignments related to transportation planning and innovative transportation project programming and implementation, including project planning, implementation of city, department and division goals and objectives, preparing and presenting staff reports, and providing transportation planning and service assistance to the public and city departments to ensure the city’s policies and standards are met, which may include the ability to negotiate complex consultant and professional service contracts, supervise the development of plans and documents, and implement transportation projects to ensure compliance with Council priorities, the department’s work plan, and public input.

2. Ability to research and develop project objectives, transportation plans, transportation services, grant applications, and budgets based on Council priorities, the department’s work plan, and public input.

3. Ability to manage and review the department’s planning efforts, including the various transportation plans and their related activities; design, program, and implement innovative transportation services; research funding opportunities and write grant applications; and prepare and give presentations to elected officials, committees, and public groups.

OTHER JOB FUNCTIONS:

4. Ability to respond to various inquiries (e.g., other departments, citizens, committees/commissions, City Council, local authorities, civic leaders, social scientists, developers, architects, land planning professionals) regarding specific projects in order to provide technical and professional information, assistance, and guidance regarding transportation planning and programming.

5. Ability to lead, manage, work with and coordinate the recommendations of other departments, divisions, and groups, both internal and external, in the review and preparation of transportation plans, services, and special reports.

6. Ability to write reports that require limited editing, and evaluate complex transportation data and information. Ability to design, organize, and oversee the ongoing maintenance of databases for demographic, ridership, and funding data.

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

Advanced knowledge of the fundamental principles, concepts, practices and theories of urban planning and transportation; including ability to train staff on same.

Proven skill to effectively communicate with other city employees, the public, consultants, Boards, Commissions and City Council by oral, graphic, and written means.

Proven skill in researching, analyzing, and generating data and formulating conclusions and recommendations, including ability to train staff on same.

Proven skill in presenting complex issues to the Planning and Zoning Commission, City Council, other boards and commissions, and the general public, including ability to train staff on same.

Skill in budget preparation and governmental accounting practices and procedures.

Ability to thoroughly and comprehensively evaluate all aspects of transportation planning and service programming, including ability to train staff on same.

Ability to lead and manage multidisciplinary and diverse project teams.

Ability to supervise professional and technical employees, including planning, organizing, and scheduling their workload and priorities.

Ability to initiate, design, coordinate and manage planning projects and to coordinate multi-departmental projects.

Ability to show competency in possessing a working knowledge of the internal processes, ordinances and policies of the department.

Ability to operate a personal computer and software packages (including graphics, visualization, and city specific programs), digital camera, scanner and use these mediums to evaluate and analyze information.

Ability to perform a variety of physical skills including, but not limited to, lifting, seeing, typing, writing and entering data on a personal computer.

Qualifying Education and Experience:

Bachelor's Degree in urban and regional planning, transportation, geography/GIS, political science/public administration or related field plus six (6) years related experience.

or a Master's Degree in urban and regional planning, transportation, geography/GIS, political science/public administration or related field and four years related experience.

AICP required within two (2) years of employment.

Must successfully complete pre-employment screen for a safety sensitive position: including an MVR check, drug and alcohol testing and criminal background check.
