Job Description:
The Calvert County Government's Department of Communications & Media Relations is seeking a Public Broadcast Specialist. The ideal candidate will have demonstrated experience with live streaming platforms such as YouTube Live, Vimeo, Facebook Live, Zoom, or comparable systems, along with a working knowledge of audio systems including microphones, mixers, and signal routing.
Candidates should be skilled in operating video cameras, capture cards, and related equipment, and possess familiarity with networking fundamentals such as Ethernet setup, Wi-Fi troubleshooting, and bandwidth requirements. Strong communication, organizational, and problem-solving abilities are essential, as is the capacity to remain professional and composed during live broadcasts.
Performs intermediate technical work and detailed equipment maintenance for Calvert County's Public, Education and Government Network. The Public Broadcast Specialist assists with producing and delivering programs, assists in managing and maintaining social media accounts, and completes related work as apparent or assigned.
The Public Broadcast Specialist is a motivated self-starter, a great communicator with talent and the public, exhibits strong organizational skills and proficiency in video production, delivery, and computer networking. Professional experience utilizing the Adobe Production Suite (Premiere Pro, After Effects, and Photoshop) in video production.
Essential Job Functions
Delivers finished video files encoded properly for distribution on the government and education network, video on demand, and social media outlets.
Utilizes state of the art motion graphics software to produce program opens and promotional segments.
Shoots, edits and assists with the production of programming for the government and education network.
Provides departmental administrative support; prepares and follows up on actions to ensure proper completion and takes necessary steps to resolve problems or expedite actions.
Performs regular maintenance on video equipment.
Assists with scheduling of the government and education network via head end.
Maintains professional and collaborative working relationships with internal and external government and education entities and community members.
Provides video and operational support during emergency action situations which may require overnight and extensive working hours and stays in Emergency Operations Center.

Operate various audio/video equipment and related editing equipment.
Establish and maintain effective working relationships with others encountered in the work.
Communicate effectively orally and in writing.
Perform administrative support duties.
Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)
Training and/or Education:
Bachelor's degree with coursework in video production and/or communications.
Experience:
Two years of experience in video production.
Licenses or Certificates:
Valid driver's license.
Special Requirements:
Operation of a County owned vehicle.
Physical Demands:
Participates in video production activities in the field in all types of weather conditions; recurring lifting of objects up to 49 pounds; operation of keyboard devices.
Unusual Demands:
May be required to work beyond normal scheduled hours.
Required to respond to equipment failures or to local emergency situations including weather-related event, utility emergencies, and other public safety related situations.
Required to problem solve inevitable challenges that arise related to scheduling, uncooperative weather, equipment malfunction, location changes, and public unrest.
Work is subject to frequent interruptions and inflexible deadlines.
FLSA Status:
Non-exempt
Compensation Steps:
Pay rate: $32.18 - $36.91 per hour; $58,568 - $67,176 annually
Grade 722, full-time position, 35 hours per week
