The Digital Forensic Analyst conducts comprehensive technical and forensic analyses of digital evidence collected from various digital media sources in criminal investigations, with the goal of supporting the prosecution of criminal matters in Calvert County. The position extracts information from cell phones and various other digital media sources seized in criminal investigations; reviews extractions for evidentiary value of the content; writes reports detailing information found in extractions that can be used as evidence in criminal matters; maps location records obtained from cell phone providers for use as GPS evidence in criminal matters; and stores individual cell phones and other electronic equipment for chain of custody purposes. The work also involves testifying in court as an expert witness.

The State's Attorney supervises the Digital Forensic Analyst. The position also receives assignments from the Deputy State's Attorney and Assistant State's Attorneys.

Essential Job Functions

Extracts information from cell phones seized in criminal investigations. A majority of the duties related to this position involve performing and analyzing cell phone extractions.

Reviews cell phone extractions for the evidentiary value of contents. Cell phone extractions contain an enormous amount of data. The incumbent reviews this data to identify relevant evidence.

Writes reports detailing information found in extractions that can be used as evidence in criminal matters. The incumbent distills the relevant information contained within the cell phone extraction and presents it in a report.

Maps location records obtained from cell phone providers for use as GPS evidence in criminal matters. The incumbent utilizes mapping software and cell phone records to pinpoint the physical locations of persons of interest.

Stores individual cell phones for chain-of-custody purposes. The cell phones analyzed by the incumbent must be stored in special lockers that both keep the phones powered and prevent the information on the phones from being deleted remotely.

Testifies in court. The incumbent is called to testify as an expert in court during criminal pretrial motions and trials. The frequency of this duty is unknown. A variety of digital evidence exists in almost all criminal cases, and therefore, the potential exists for testimony regarding the analysis of this evidence to be required in each case.

Knowledge, Skills, and Abilities (These are pre-employment KSA that apply only to Essential Job Functions.)

Knowledge of--

  • Cell phone and electronic equipment data extraction processes and forensic data analysis in criminal investigations.

  • Law enforcement practices and procedures as applied to digital evidence.

  • Forensic machines and related equipment such as Faraday Evidence Locker, Cellebrite, GrayKey, ZetX, cell phone cables, and hard drive/cloud storage.

  • Technological advancements as they pertain to the duties of the position.

  • Expert witness practices and procedures in court.

Ability to--

  • Operate and maintain all equipment used to perform the assigned duties of this position.

  • Analyze and distill complex digital forensic data for presentation in written reports.

  • Establish and maintain effective working relationships with others encountered in the work.

  • Communicate effectively orally and in writing.

  • Deal effectively with the public and with people in emotionally difficult situations.

Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)

Training and/or Education:

Bachelor's degree, preferably in Information Technology, Computer Science, or Computer/Digital Forensics, or any combination of equivalent technical training, education, and/or related experience.

Experience:

Four years of experience in one or more of the following: Digital Forensics, Information Technology, or Computer Systems Analysis. Experience must include data acquisition from cellular devices and other technology-related equipment for the purpose of presenting evidence in a court and at least one year of experience testifying in court as an expert in Digital Forensics or a related field.

Licenses or Certificates:

Possession of the following certifications is preferred: ZetX/LexisNexis Criminal Investigations Subject Matter Expert Certification and Magnet Certified Graykey Examiner (MCGE) Certification.

Special Requirements:

Subject to background investigation.

Physical Demands:

The work of this position is performed primarily in an office setting. The incumbent will use a computer and other electronic equipment to perform the duties of this position.

Unusual Demands:

Work is frequently interrupted by staff from the State's Attorney's Office. Work is subject to inflexible deadlines to meet rules regarding discovery and trial schedules. The incumbent is expected to present testimony in court as an expert witness.

Pay rate: $41.65 - $44.60 per hour; $75,803 - $81,172 annually

Grade 725, full-time position, 35 hours per week

This position allows for telework, meaning the employee may be able to work from home or another offsite location for part of the workweek, but they are still required to come into the office regularly. This arrangement is at the supervisor's discretion and may change based on business needs.
