Job Description:
The Highway Maintenance Crew Leader schedules, supervises, manages, and oversees crews that perform road and highway maintenance. The work involves leading Operator I, II, and III crews in maintaining road and highway surfaces, rights-of-way, drainage, vegetation, guard rails, signage, and related work. The position requires the ability to operate various equipment and tools to perform highway maintenance and repairs. The Highway Maintenance Crew Leader reports to the Road Supervisor.
Essential Job Functions
Oversees, coordinates, trains, and schedules crews applying chemical herbicides, mowing grass, removing weeds, spreading mulch, removing brush and trees, removing litter and debris, clearing, and excavating ditches for proper drainage, and repairing drainage infrastructure.
Oversees, coordinates, trains, and schedules crews patching potholes, fine grading ditches and roadways, repairing and/or replacing curbs, and fabricating and erecting street signage.
Oversees, coordinates, trains, and schedules crews for minor highway equipment maintenance and repairs.
Schedules staff to fulfill customer service requests.
Reviews information to schedule, take pictures, and close customer service requests.
Completes Miss Utility tickets for each job.
Interviews and hires qualified or trainable staff for the positions they oversee. Ensures staff receive appropriate training.
Reviews and approves personnel timecards, leave requests, workers’ comp, and incident reports. Performs personnel evaluations and initiates disciplinary action when warranted.
Ensures assigned crew equipment is maintained to County standards.
Collects, reviews, and organizes daily reports and logs from personnel.
Performs on-call emergency supervision as lead supervisor one-fourth of every month.
Performs weekly checks of assets and inventory to ensure proper resources are available.
Serves as traffic control manager for crews performing maintenance work.
Coordinates and/or schedules work with contractors.
Other Duties
Performs emergency snow removal services as a section supervisor.
Coordinates, mobilizes, and demobilizes for special events as required.
Provides classroom instruction and hands-on training to employees on the rules, regulations, and responsibilities associated with operating commercial vehicles.
Supervises employees as they practice driving commercial vehicles under direct supervision, ensuring safe and proper operation of the vehicle.
Performs related work as required.

Road and highway maintenance procedures.
Tools, materials, equipment, and safety precautions of the work.
Requirements for effective supervision of highway maintenance crews.
Ability to--
Perform varied road and highway maintenance tasks and lead others in the work.
Operate various equipment and tools to perform highway maintenance and repairs.
Operate a computer/keyboard device and use databases, spreadsheets, and other software.
Deal effectively with the public.
Required Qualifications (Note: Any acceptable combination of education, training, and relevant experience that provides the above knowledge, abilities, and skills may be substituted on a full-time year-for-year basis.)
Training and/or Education:
High school diploma or GED equivalent.
Experience:
Six years of progressively responsible road and highway maintenance experience.
Licenses or Certificates:
Valid Class A restricted commercial driver’s license and a current Medical Examiner’s Certificate in accordance with Federal Regulations.
Must be obtained within six (6) months of hire: Trench Safety (4-year certification), Train-the-Trainer Flagger, OSHA 10, OSHA 30, Pesticide Applicator’s License, and Traffic Control Manager.
Special Requirements:
Operation of County-owned vehicle.
Subject to alcohol and drug testing.
Physical Demands:
Requires both office and mobile office work. In-field supervision will be conducted outdoors, near/around heavy equipment and construction sites, and exposed to weather extremes, noise, dust, dirt, mud, and other environmental elements. Requires strenuous physical effort to perform manual work involving standing for long periods, walking over uneven terrain, repeated bending, climbing, crouching, stooping, stretching, reaching, or lifting objects up to 50 pounds.
Unusual Demands:
The worker is exposed to hazards from highway improvements and maintenance. Subject to being on-call. Required to support emergency responses during all inclement weather scenarios.

Compensation Steps:
Pay rate: $27.55 - $31.61 per hour; $57,304 - $65,749 annually
Grade 808, full-time position, 40 hours per week
