Job Description:
Performs specialized office clerical work in support of the County's inspections and permits office. This is technical and specialized work in support of the permit application and grading bond systems, which entails overseeing complex databases, processing permits, processing bonds, and tracking permits. The work involves issuing permits for building, electrical, grading and plumbing, and performing related office clerical work and customer assistance work; work at this level includes performing office management duties for the division. The work requires training. Prior permit tracking experience is desirable. The work is performed under the supervision of technical inspections staff.
Essential Job Functions
Issues permits to contractors and property owners: Receives and processes permit applications, checking and verifying accuracy and completeness of information and attached documents, collecting fees, entering permit data into computerized record system, and setting up permit file.
Works with complex management databases (e.g., TRIM) to track permits and bonds.
Maintains and balances cash drawer on a daily basis.
Assists visitors to the office by providing technical information regarding the permit process and responding to questions regarding office/department operations for the purpose of facilitating the use of services. Responds similarly to telephone inquiries.

Interviews customers to ensure specialized forms and permit submittals are accurate and complete.
Maintains computerized record of inspections, entering data into computer and updating, editing and correcting data as necessary.
Acts as support backup to the main cashier; collects and accounts for monies and makes deposits.
Schedules inspections for electrical, grading, plumbing, and building.
Compiles data and maintains statistics regarding permit and inspection activity for reports.
Prepares and processes materials for periodic contractor license renewals.
Maintains knowledge of multiple trade practices for construction.
Performs office management duties involving preparation of government and industry reports of construction activity in the County; and processes budget, payroll and purchase actions.
Performs general office clerical work as assigned, to include but not limited to correspondence, memos, and reports as appropriate

Knowledge of –
Modern office procedures and practices including operation of office appliances such as calculators, computers, and database management systems.
Customer service principles and professional communication standards.
Ability to –
Process permit applications in accordance with office and technical requirements.
Assist the public, clientele, and others to utilize services by explaining, instructing and advising them regarding their needs and requests and the services provided.
Work collaboratively with colleagues, inspectors, and other departments to ensure efficient workflow.
Perform general office clerical work quickly and efficiently.
Work with complex database management systems.
Deal effectively with the public.
Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)
Training and/or Education:
High School diploma or GED equivalent, including or supplemented by courses in office practices.
Experience:
Four (4) years of progressively responsible clerical or administrative office experience and at least one (1) year of customer service experience working directly with the general public. Of the four years of office experience, at least one (1) year must be in the construction field, land management, or an environment that utilizes complex tracking or database management systems.

Physical Demands:
Operation of keyboard devices for sustained periods.
Unusual Demands:
Work is subject to frequent interruptions by situations.

Compensation Steps:
Pay rate: $27.57 - $31.65 per hour; $50,177 - $57,603 annually
Grade 720, full-time position, 35 hours per week
