The Pima County Information Technology Department (ITD) is seeking a highly motivated, technically skilled, and solutions-oriented Web Administrator III. This role is with the Web Team and involves supporting and maintaining critical content management systems, specifically CivicPlus and Umbraco, which are integral to the organization’s public-facing and internal web platforms. The ideal candidate will have experience with content management, web development, and troubleshooting in both CivicPlus and Umbraco, as well as a strong understanding of system administration, web accessibility, and user training and support.

As an Web Administrator III, you will play a key role in the design, development, and ongoing maintenance of websites and applications, collaborating closely with technical teams and content editors to ensure optimal site performance, security, accessibility, and compliance. The successful candidate will be proactive, highly organized, and have a passion for continuous improvement.

Responsibilities include the following:

  • Provide day-to-day support for CivicPlus and Umbraco CMS platforms, ensuring both systems function efficiently and meet organizational requirements.

  • Assist content creators and editors with workflows in both CivicPlus and Umbraco platforms, while customizing templates, themes, and widgets for an optimized user experience.

  • Implement and support custom development for CivicPlus (including Design Center Pro) and Umbraco, using technologies such as HTML, CSS, JavaScript, C#, Razor.

  • Diagnose and resolve technical issues related to content rendering, form submissions, page layouts, media handling, and other platform-specific problems.

  • Ensure compliance with web accessibility standards (e.g., WCAG).

  • Assist and train end-users/content editors on platform functionality, addressing any issues and ensuring effective platform usage.

  • Ensure CivicPlus and Umbraco sites are compatible across different devices, browsers, and operating systems.

  • Apply SEO/AEO best practices and optimize performance to ensure fast, reliable, and search-engine-friendly web experiences.

  • Work closely with internal teams.

Essential Functions:

  • Designs and develops software requirements into technical designs, reviews and provides guidance for designs of lower-level developers, database administrators and systems administrators;

  • Programs/configures changes to existing automation solutions;

  • Plans, develops, maintains databases over a variety of database platforms;

  • Designs, monitors and administers database security using appropriate protocols;

  • Creates processes and procedures for and installs application software on servers and configures for additional development, integration and usage;

  • Performs system administration tasks to maintain optimal operation and security;

  • Develops and implements processes and procedures related to software and databases;

  • Develops documentation for programs, acceptance criteria, validation plans, and other supporting system records;

  • May serve as a project leader for teams performing technology related analysis, research, implementation, testing or maintenance;

  • Responsible for other duties as assigned in support of the overall goals and functions of both the Department and Pima County.


Minimum Qualifications:


Bachelor’s Degree from an accredited college, university or technical trade school with a major in Computer Science, Computer Engineering, Management Information Systems (MIS) or a related field, as determined by the department director at the time of recruitment AND six (6) years of work experience in software development or maintenance, database administration or system administration.


OR:


Associate’s Degree from an accredited college, university or technical trade school AND eight (8) years work experience in software development or maintenance, database administration or system administration.

(Relevant experience and/or education from an accredited college or university may be substituted.)


OR:


Two (2) years of experience in a Pima County Information Technology Applications Engineer I classification or related as determined by the department head at the time of recruitment.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

  • Minimum two (2) years experience with CivicPlus and Umbraco CMS platforms content management and troubleshooting, while customizing templates, themes, and widgets for an optimized user experience.

  • Minimum two (2) years experience with HTML, CSS, JavaScript, C# and Razor for implementing and supporting custom development for CivicPlus (including Design Center Pro) and Umbraco.

  • Minimum two (2) years experience with assisting and training content creators and editors in both CivicPlus and Umbraco platform functionality and addressing issues for ensuring effective platform usage.

  • Minimum two (2) years experience with web accessibility standards (WCAG) and best practices for meeting Title II of the Americans with Disabilities Act (ADA) compliance.

  • Minimum four (4) years experience with web analytics tools (e.g., Google Analytics) for tracking site performance and user behavior to assist with providing dashboards and reports; and implementing SEO/AEO strategies for improving visibility of information and services Pima County provides. 

Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.  

Supplemental Information:

Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record. Some positions may require appropriate licenses or certifications at the time of appointment or within a specified timeframe, e.g., Microsoft Certified Technology Specialist (MCTS). Some positions require a valid Arizona Class D driver license at the time of application or appointment. Failure to maintain the required licensure shall be grounds for termination.
