Summary
Responsible for managing the operations and maintenance of the fabrication, installation, and repair of all signs and markings devices within the City of Garland.
Number of Direct and Indirect Reports (include titles): 1- Signs & Markings Coordinator, 1 – Senior Signs & Markings Technician, 6 – Signs & Markings Technicians, 1- Sign Fabricator
Pay Range: $51,563.20 - $65,665.60 (depending on qualifications or experience)
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Oversee and assign duties to traffic signs and markings employees, as well as work performed by the sign fabricator.
Oversee traffic marking projects performed by contractors.
Develop and maintain inventory of signs.
Create and compile information and keep files on job task.
Prepare specifications for signs and markings material and equipment purchases.
Oversee the operation budget for two Divisions and monitor Division expenditures
Review bid submissions and prepare bid award recommendations
Coordinate and help facilitate traffic issues between department personnel. Manage citizen complaints concerning sign and markings issues and resolve accordingly.
Maintain inventory levels and anticipate future supply needs for all sign fabrication and pavement marking materials.
Manage, organize, and plan traffic control for multiple special events in the City of Garland.
Develop policy and procedure for the Traffic Signs & Markings personnel. Evaluate staff performance, assess training needs and develop improvements to workflow Respond to citizen complaints concerning sign and markings issues
Prepare and design signs in a customized sign fabrication software
Coordinate the preventative maintenance of traffic operations shop vehicles and equipment as a member of the fleet coordinator group
Minimum Qualifications
High School diploma or G.E.D. equivalent
10 years of experience
1 year supervisory or lead technician experience
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
Preferred Qualifications
Education/ Experience:
6 months to 1 year advanced training past the high school level
10 years’ experience in the signs and markings field
IMSA Level II certification
Work Zone certification
Knowledge, Skills & Abilities
Comprehensive knowledge of MUTCD manual
Knowledge of CarteGraph Asset Management
Skill in Project Management Skill in Microsoft Office (Word, Excel & others)
Ability to operate a forklift and a vehicle
Ability to read, write and understand basic math
Ability to multi-task effectively
Licenses and Certifications
Valid Class C Texas driver's license
Physical Requirements / Work Environment
The incumbent works in a typical office environment and in the field with occasional exposure to unpleasant environmental conditions and hazards.
