Job Description Summary

Organization's Summary Statement:

The Senior Sponsored Programs Administrator (Post-Award & Pre-Award Support) is responsible for managing the full life cycle of sponsored projects, with primary emphasis on post-award financial management, compliance, and reporting. The position also provides selective pre-award proposal support for assigned departments, including budget development, review of application requirements, and submission coordination. The incumbent supports faculty, research staff, and business offices by ensuring accurate and compliant administration of externally sponsored awards and contributes to internal process improvements across OSP.


EXAMPLES OF WORK:
Prepare and submit timely invoices, drawdowns, financial reports, and reconciliations.
Monitor expenditures, cost transfers, budget compliance, and financial projections.
Review award documents and initiate award setup in Workday.
Process budget revisions, extensions, and amendments.
Other duties as assigned.

Minimum Qualifications

Education: Bachelor’s degree in business, accounting, finance, public administration, or related field
required.

Experience: Minimum 3–5 years experience in sponsored programs administration, with emphasis on post-award management.

KNOWLEDGE, SKILLS, & ABILITIES:

Knowledge of federal and state regulatory frameworks, including 2 CFR 200.

Knowledge of pre-award proposal development best practices.

Skill in organizing work and maintaining strong attention to detail.

Skill in conducting financial analysis and applying problem-solving techniques.

Skill in using Microsoft Excel and in learning new financial systems (Workday preferred).

Ability to interpret complex award terms and sponsor requirements.

Ability to multitask and manage competing deadlines in a fast-paced environment.

Ability to work collaboratively and professionally with faculty and administrative offices.

The Senior Sponsored Programs Administrator (Post-Award & Pre-Award Support) is responsible for managing the full life cycle of sponsored projects, with primary emphasis on post-award financial management, compliance, and reporting. The position also provides selective pre-award proposal support for assigned departments, including budget development, review of application requirements, and submission coordination. The incumbent supports faculty, research staff, and business offices by ensuring accurate and compliant administration of externally sponsored awards and contributes to internal process improvements across OSP.

This is a hybrid position but employee must be within driving distance to one of our UMCES locations (Annapolis, Baltimore, Cambridge, Frostburg, Solomons).

The selected candidate will be required to review and accept the UMCES Principles of Conduct.

1. Post-Award Financial Management (30%)
● Prepare and submit timely invoices, drawdowns, financial reports, and reconciliations.
● Monitor expenditures, cost transfers, budget compliance, and financial projections.

2. Award Setup, Modifications & Monitoring (20%)
● Review award documents and initiate award setup in Workday.
● Process budget revisions, extensions, and amendments.
● Ensure compliance with Uniform Guidance and sponsor terms.

3. Subrecipient Monitoring (15%)
● Prepare and issue subawards and amendments.

● Conduct risk assessments and review subrecipient invoices.
● Maintain documentation to support audit requirements.

4. Financial Reporting & Closeout (10%)
● Prepare final reports and closeout documentation.
● Coordinate financial verification with business offices and PIs.

5. Pre-Award Proposal Support for Assigned Departments (15%)
● Provide proposal preparation support for 1–2 assigned laboratories or units.
● Assist with budget development, application forms, sponsor guidelines, and internal routing.
● Review proposals for compliance before submission and work with PIs to resolve issues.
● Support coordination of submissions through Workday and sponsor portals.

6. Faculty Support & Internal Training (5%)
● Serve as a resource for PIs and staff on both pre- and post-award matters.
● Provide guidance and training on Workday processes, budget rules, and sponsor requirements.

7. Process Improvement & Compliance (5%)
● Participate in SOP development, workflow improvements, and internal controls.
● Stay current with sponsor policies, federal regulations, and system updates.

Requirements: Bachelor’s degree in business, accounting, finance, public administration, or related field required. Minimum 3–5 years experience in sponsored programs administration, with emphasis on post-award management. Demonstrated experience with federal sponsors (NOAA, EPA, NSF, NIH, etc.). Strong knowledge of federal and state regulatory frameworks including 2 CFR 200. Excellent organizational skills and attention to detail. Strong financial analysis and problem-solving abilities. Ability to interpret complex award terms and sponsor requirements. Ability to multitask and manage competing deadlines. Ability to work collaboratively with faculty and administrative offices.

Preferences: Knowledge of pre-award proposal development best practices preferred. Experience with enterprise financial systems (Workday preferred) and subrecipient monitoring strongly preferred.

Physical Demands: Standard office environment with prolonged periods at a computer. Occasional lifting up to 15 pounds. Occasional travel between UMCES locations.
