Position Summary
The RHCC Specialist is critical in enhancing healthcare emergency preparedness and response across Southern Illinois for the Illinois Department of Health Region 5. This position is a central point of contact for healthcare facilities, emergency medical services (EMS), public safety/emergency management entities and public health departments, ensuring effective communication, coordination and resource allocation during disasters and emergencies. The RHCC Specialist will be integral in aligning the region's efforts with the updated Hospital Preparedness Program (HPP) requirements for FY 2024-2028.
Education
An associate degree in a related field (e.g., EMS, Nursing, Public Health or Emergency Management) is required; a bachelor's degree is preferred.
Significant experience or a combination of experience and vocational training (e.g., possessing an IDPH EMT, Paramedic License, or an IEMA Professional Emergency Manager Certification) can substitute for education.
License and Certification (required within 6 months of hire):
Emergency Medical Responder (EMR)
NIMS Certifications: ICS-100, 200, 300, 400, 700, 800
Stop the Bleed Instructor
Red Cross Instructor
Experience and Skills
Technical Experience: 5 years in EMS field, or emergency management
Commercial Driver’s License (CDL) required within six (6) months of hire. Employer-supported training and testing available.
Role Specific Responsibilities
1. Liaison and Communication
Serve as the primary point of contact between the RHCC, healthcare facilities, EMS agencies, and public health departments.
Facilitate communication during emergencies to ensure situational awareness and a unified response.
Maintain and train on the RHCC’s communication systems, including radio and digital platforms.
2. Resource and Asset Management
Oversee the acquisition, maintenance, deployment, and recovery of medical equipment and supplies.
Maintain an up-to-date inventory of disaster medical assets and RHCC resources, ensuring readiness for rapid deployment.
Support supply chain integrity assessments and develop strategies to address vulnerabilities.
3. Emergency Preparedness and Planning
Assist in developing, updating, and implementing emergency response plans, including surge capacity, patient movement, and resource allocation protocols.
Collaborate with regional partners to align plans with local, state, and federal frameworks.
Conduct hazard vulnerability assessments (HVAs) and contribute to After-Action Reports (AARs) and Improvement Plans.
4. Training and Exercises
Plan and execute disaster preparedness drills, including tabletop, functional, and full-scale exercises.
Facilitate training programs for healthcare coalition members, including Stop the Bleed, ICS courses, and equipment utilization.
Assist in conducting bi-annual communication drills and coordinating participation in statewide exercises.
5. Administrative and Operational Support
Provide administrative support to RHCC activities, including meeting coordination, record-keeping, and correspondence and report preparation.
Manage events, drills, and activations logistics, ensuring seamless operational execution.
Act as the Support Section Lead during RHCC activations.
6. Collaboration and Outreach
Build and maintain relationships with coalition members, fostering a whole-community approach to preparedness.
Coordinate outreach activities to promote community resilience and healthcare readiness.
Support mutual aid agreements and specialty care coordination.
