Position Summary
- The Manager of Regional Healthcare Resilience (MHR) is responsible for overseeing the emergency preparedness, response, and recovery efforts for a 23-county region in Illinois. This role includes managing the Hospital Preparedness Program (HPP), Wellness on Wheels (WoW), and the SAMHSA Rural EMS Training Program. The MHR ensures that regional healthcare facilities and EMS providers are fully prepared to respond to various hazards and emergencies while fostering collaboration among hospitals, EMS, public health agencies, and community partners. Additionally, the MHR manages the RHCC facility, Disaster Blaster Fleet, training programs, and grant administration to support regional resilience and health equity.

Education
- Bachelor’s Degree in Emergency Management, Public Health, Healthcare Administration, or related field (required).
- Master’s Degree in Emergency Management, Public Health, Healthcare Administration, or related field (preferred).
- Certified Emergency Manager (CEM), Illinois Professional Emergency Manager (IPEM), or Certified Hospital Emergency Coordinator (CHEC) Basic and Advanced (required).
- IDPH Emergency Medical Responder (EMR) or higher within 6 months of hire.
- Red Cross and Stop the Bleed Instructor within 6 months of hire.
Licenses and Certification
- NASP Certificate
- FEMA Certificate
Experience and Skills
- Technical Experience: Minimum 5 years of experience in emergency management, healthcare emergency operations, or EMS.
- Supervisor Experience: Minimum 5 years in a supervisory role in emergency management or healthcare preparedness.
- Proven experience in grant management and reporting.
- Excellent communication, leadership, and organizational skills.
- Ability to work collaboratively across sectors and with diverse stakeholders.
Role Specific Responsibilities
Emergency Management and Coordination:
- Lead the development and implementation of regional emergency management plans.
- Serve as the primary point of contact for regional disaster response activities, ensuring coordination with Illinois Emergency Support Function 8 (ESF-8) and other emergency agencies.
Hospital Preparedness Program (HPP):
- Manage the HPP, including grant administration, reporting, and allocation of resources.
- Ensure regional hospitals and healthcare facilities are prepared for disasters and emergencies through training, exercises, and resource management.
- Oversee the Disaster Blaster Fleet, maintaining mobile medical assets for rapid deployment.
Wellness on Wheels (WoW) Program:
- Lead the WoW initiative to deliver healthcare services to underserved and rural communities.
- Oversee all operational aspects of the mobile units, maintain CLIA Waivers for testing, and ensure compliance with health regulations.
SAMHSA Rural EMS Training Program:
- Manage the SAMHSA Rural EMS Training Program, overseeing EMS training and workforce development in rural areas.
- Work with regional EMS teams to address workforce shortages and implement training programs for mental health and substance use disorder management.
SPARC and Coalition Building:
- Direct the Shawnee Preparedness and Response Coalition (SPARC), coordinating efforts to enhance preparedness with hospitals, EMS providers, and public health agencies across a 23-county service area.
- Develop relationships with community partners to bolster regional preparedness and resilience.
Chief of Non-Transport Emergency Medical Service (EMS):
- Oversee a Non-Transport EMS Service, ensuring compliance with IDPH regulations and maintaining operational readiness.
Grant Management and Compliance:
- Manage grant funding, including the HPP, WoW, and SAMHSA grants, ensuring compliance with state and federal regulations.
- Develop policies for grant reporting and oversee budget tracking.
Education and Training:
- Manage a Red Cross Learning Center, providing training and certification programs for first responders and healthcare professionals.
- Lead regional training initiatives such as Stop the Bleed, CPR, AED, and first aid training.
Staff Supervision:
- Supervise two Hospital Preparedness Coordinators, two WoW Outreach Workers, two RHCC Specialists, one Rural EMS Training Coordinator, and a team of volunteers.
Community Resiliency Initiatives:
- Engage in community programs focused on emergency preparedness.
- Actively participate in regional and state boards and committees on emergency management and public health.
Facility Management
- Oversee the operations of the RHCC assets, including a stand-alone facility at the Southern Illinois Airport.
- Directs the development and daily operation of the Shawnee Preparedness and Response Coalition (SPARC) with the goal of increasing preparedness and response capabilities within the region.
- Oversees the development, planning, management, and reporting process for Regional Hospital Preparedness Program grant funds.
- Directs the planning, coordination, and conduct of regional trainings, conferences, and/or multi-jurisdictional exercises.
- Coordinates the regional medical response in accordance with the Illinois ESF-8 plan.
- Builds collaboration with community partners to increase preparedness and resilience in the region.
- Provides guidance and assistance to regional hospital emergency management staff to meet compliance with regulatory requirements.
Compensation (Commensurate with experience):
$76,003.20 - $117,811.20
