What does the job involve?

The Senior Manager, Operations & Maintenance – Operational Regulatory Compliance (ORC) role is a senior leadership position responsible for ensuring full compliance with Brazilian regulatory frameworks, primarily those of ANP (SSO and fiscal metering) and the Ministry of Labor (NRs), across all phases of the CD05 Capital Value Process—from concept development to decommissioning. Reporting to the VP of ORC, the role acts as Equinor’s primary interface with regulators and industry bodies, embedding regulatory requirements into both governance systems and daily operations.

The position operates in a highly complex environment, requiring oversight of diverse and evolving regulatory regimes, enterprise-wide alignment across multiple business areas (projects, operations, drilling, and corporate functions), and integration of technical standards into actionable compliance practices. It carries end-to-end lifecycle accountability and must manage dynamic external pressures, including regulatory changes and stakeholder expectations.

The mandate includes defining regulatory strategy and governance for Brazil, ensuring compliance across all assets and projects, influencing assurance plans and audits, and establishing organizational competence and performance standards. It also holds authority in regulatory engagement and decision-making related to compliance pathways.

Risk management is central: the role mitigates enterprise-critical risks such as shutdowns, penalties, and reputational damage by proactively identifying compliance gaps, leading audits and inspections, and embedding systemic improvements into management systems.

Commercially, the role protects production continuity, project timelines, and cost efficiency by preventing regulatory disruptions and enabling smoother approvals. It also strengthens relationships with authorities, enhancing strategic positioning.

What will my tasks be?

Within this position, your key tasks will be to:

  • Coordinate and manage communications with regulatory authorities, ensuring timely and accurate responses.

  • Organize meetings, inspections, workshops, and engagement sessions with authorities and internal stakeholders.

  • Support operational and project teams with regulatory guidance and clarification on authority requirements.

  • Monitor validity and renewal of operational licenses, permits, and authorizations.

  • Track and follow up regulatory obligations, submissions, reports, and authority deadlines.

  • Coordinate and support internal regulatory verifications, external audits, and offshore inspections.

  • Maintain updated records and documentation in internal compliance and management systems.

  • Monitor regulatory updates, industry developments, and public consultations, communicating impacts to the organization.

  • Support preparation of action plans, closure evidence verification, and continuous improvement initiatives related to regulatory compliance and authority engagement.

  • Between 8+ years of experience working with Risk Management and Regulatory Compliance; 

  • Extensive experience managing regulatory compliance and authority engagement within the oil & gas, maritime, energy, or other highly regulated industrial sectors.

  • Proven experience interfacing with Brazilian regulatory authorities, particularly ANP, maritime authorities,  and labor authorities.

  • Strong knowledge of Brazilian operational regulatory frameworks applicable to offshore operations, drilling, production, marine activities, and project execution.

  • Experience coordinating regulatory audits, inspections, verifications, and authority visits, including preparation of documentation, action plans, and closure follow-up.

  • Demonstrated experience managing licenses, permits, regulatory submissions, notifications, and administrative processes with authorities.

  • Experience supporting incident reporting processes, regulatory investigations, and preparation of responses or administrative defenses related to notices of non-compliance.

  • Strong stakeholder management and relationship-building capability, with the ability to establish credibility and trust with authorities and internal leadership.

  • Excellent communication and coordination skills, capable of managing multiple interfaces and operating effectively under pressure.

  • Proactive, organized, and solution-oriented mindset with strong attention to detail and continuous improvement focus.
