Reporting to the Director of Payroll, the Payroll Controls and Compliance Specialist plays a key role in ensuring the accurate and timely processing of payroll while maintaining strict adherence to federal, state, and local employment laws, tax regulations, and collective bargaining agreements. The ideal candidate will have a deep understanding of compliance and a proactive approach to identifying and mitigating risk within payroll operations.

CORE CAPABILITIES AND PRIMARY DUTIES AND RESPONSIBILITIES
 

Payroll Processing & Compliance

  • Administer the precise calculation and disbursement of payroll, integrating data from multiple sources to ensure accuracy and compliance across a dynamic workforce, ensuring correct application of earnings, deductions, and taxes

  • Maintain up-to-date knowledge of federal, New York State, and New York City payroll laws and regulations through continuous research

  • Interpret and apply collective bargaining agreements as they relate to payroll processing.

  • Proactively identify and mitigate risks within payroll operations and develop actionable recommendations to mitigate potential issues and ensure compliance with regulatory bodies.

  • Lead the development of institutional payroll policies.

  • Investigate and resolve payroll discrepancies and timekeeping issues, ensuring timely and accurate corrections.
     

Reporting & Analysis

  • Generate and analyze payroll reports to identify trends, enhance compliance, and improve operational accuracy and efficiency.

  • Provide data-driven insights and recommendations to support strategic payroll and finance decisions to senior administration.
     

Collaboration & Stakeholder Support

  • Partner with HR, Finance, IT, and external vendors to address payroll compliance concerns and streamline end-to-end processes; oversee implementation of related projects.

  • Serve as the primary point of contact for complex payroll inquiries from employees and management, providing expert guidance and resolving critical issues with discretion.

  • Support system updates by providing payroll subject matter expertise and participating in functional testing.
     

Process Improvement & Internal Controls

  • Continuously seek opportunities to improve payroll processes, internal controls, and audit readiness.

  • Contribute to team projects and special assignments, demonstrating adaptability and a commitment to operational excellence.

  • Perform additional duties as assigned, maintaining flexibility and supporting team priorities.

     

MINIMUM QUALIFICATIONS

  • B.S. Accounting, Finance, or related field.

  • Minimum five years experience related to payroll operations.

  • Strong knowledge of federal, state and local (NYC) payroll regulations.

  • Proficiency with Google Workspace.

  • Attention to detail, problem-solving, excellent communication, and strong organizational abilities. 
     

PREFERRED QUALIFICATIONS

  • Previous higher education payroll experience.

  • Experience with Workday Payroll.

  • APA Certification (FPC or CPP designation).

  • Knowledge of tax regulations for foreign national employees.
     

WORK MODE

This position is primarily in-person and is based on campus to support effective in-person collaboration and engagement. #LI-ONSITE
 

Hybrid work arrangements may be considered on a case-by-case basis, depending on the nature of the role and operational needs. Any such arrangement must be discussed and approved in advance by the appropriate division lead or their designee.

SALARY RANGE

$70,000 - $80,000 per annum
