San Juan College is seeking a well-qualified and highly motivated individual to apply to this full-time position of Budget Officer.Job Summary
Provides leadership and management for the overall planning, organization and development of the institutional budget; assists department budget monitors, deans, and other college administrators to develop and maintain a balanced budget that addresses college priorities. Performs necessary financial analysis, trends, and variance analysis between budgets and actual revenues and expenses. Serves as liaison with state and other funding agencies. Provides leadership for grants accounting, compliance and reporting department.
Essential Responsibilities
In collaboration with the Executive Vice President, responsible for assisting with the overall planning, organization and development of the institutional budget; assists department budget monitors, deans, and other college administrators to develop a balanced budget that addresses equipment, personnel and operating needs.
In collaboration with Executive Vice President develops mid-year and year end institutional budget adjustment requests.
Monitors College and departmental budgets against revenues and expenditures; corrects identified challenges, provides budget assistance, analysis and recommendations for improvements to department directors, budget managers, and or the Executive Vice President.
Approves budgetary expenditures within scope of established budgetary authority (less than $25,000 and within established and approved budget).
In collaboration with Executive Vice President, projects multi-year revenue and expenditure estimates.
Prepares budget analyses as requested Executive Vice President for use by members of the Executive Leadership Team, State agencies, College Board of Trustees.
Formats budgets in conformity with New Mexico Higher Education Department requirements and submits for state approval.
Processes monthly financials reports; reviews financial statements and investigates abnormalities.
Develops and processes cost allocations.
Coordinates and prepares external reporting; calculates and submits required regular and special reports to external agencies including the State of New Mexico and New Mexico Higher Education Department.
Serves as budget system administrator.
Serves as accounting system co-administrator; establishing or monitoring controls and permissions to ensure the accuracy and security of accounting records. Collaborates with the Controller in maintaining the chart of accounts including account and cost center activation and budgeting.
Collaborates with Controller in creating the year-end Annual Comprehensive Financial Report (ACFR), including reconciliations, analytics, financials, footnotes and supporting schedules.
May assist Controller with coordinating internal and external audits.
May assist Controller during peak business periods.
Prepares and submits state capital improvement reports.
Prepares and monitors college Renewal and Replacements funds, capital projects funds and other specific budgets (i.e. HEERF grant funds).
Responsible for grants accounting, reporting and compliance; supervises the professionals assigned to the grants accounting, reporting and compliance department.
Makes recommendations to hire, promote, and discipline direct reports.
Conducts annual performance reviews of all direct reports.
Performs related duties.
