Job Description

Manages a large team typically consisting of both experienced professionals and subordinate Managers. Focuses on tactical and operational plans with short to mid-term focus; significant responsibility to achieve broadly stated goals through subordinate Managers. Determines objectives, directs programs, develops strategies and policies, manages human, financial, and physical resources, and functions with a high degree of autonomy. Requires broad management and leadership knowledge to lead project or program teams in one division/job family. Proactively assesses risk to establish systems and procedures to protect organizational assets. Determines strategies for divisional programs.

Strategic Leadership (25%)

  • Partner with senior leadership to align HR practices with organizational goals and long-term business objectives.
  • Assess workforce trends and recommend strategies to improve organizational effectiveness, capability building, and employee engagement.
  • Provide strategic insight on talent planning, organizational structure, and succession development.

Tactical & Operational HR (75%)

Management Coaching & Support

  • Serve as a trusted advisor to managers and supervisors on performance management, team development, communication, and conflict resolution.
  • Provide real-time coaching to leaders to improve decision-making, accountability, and employee experience.

Employee Relations

  • Conduct and oversee employee relations investigations, ensuring fairness, compliance, confidentiality, and resolution.
  • Address day-to-day employee concerns with clarity, empathy, and consistency.
  • Monitor workplace climate and recommend proactive measures to support a positive, inclusive, and productive culture.

Compensation & Benefits Oversight

  • Oversee compensation structures, job leveling, salary benchmarking, and annual merit processes.
  • Manage benefits administration, vendor relationships, renewals, and open enrollment processes.
  • Provide guidance on pay equity, compliance, and total rewards strategies.

Talent Acquisition & Retention

  • Lead and refine the full-cycle recruitment process, from workforce planning to candidate selection.
  • Ensure a strong employer brand and a consistent, high-quality candidate experience.
  • Develop retention strategies, including stay interviews, career development pathways, and recognition programs.
  • Support onboarding practices that drive early engagement and long-term success.

HR Operations & Compliance

  • Oversee HR policies, compliance, and documentation in accordance with federal, state, and local regulations.
  • Manage HR systems, reporting, and data accuracy.
  • Provide guidance on HR metrics and dashboards to inform decision-making.
  • Develop, manage, and monitor the Human Resources department’s annual budget.
  • Ensure cost-effective use of HR resources, including staffing, benefits, training, and technology.
  • Evaluate and negotiate vendor contracts for HR services to maximize value and efficiency.

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or related field required; HR certification (SHRM-CP/SCP, PHR/SPHR) preferred.
  • 7+ years of progressive HR experience, including managerial or business partner roles.
  • Strong expertise in employee relations, management coaching, recruiting, and compensation/benefits administration.
  • Demonstrated ability to balance strategic thinking with hands-on execution.
  • Excellent interpersonal, communication, and problem-solving skills.
  • Proven ability to work with confidentiality, sound judgment, and professionalism.
