Job Description:

The Nebraska Department of Health and Human Services (DHHS), Medicaid & Long-Term Care Division, is seeking a detail-oriented and analytical professional to serve as a Budget Analyst in Lincoln, Nebraska. In this role, you’ll play a key part in ensuring financial integrity and accountability for programs that directly impact the lives of Nebraskans.


 

Examples of Work

As a Budget Analyst, you will:

  • Create, analyze and distribute monthly budget reports. Meet with program and project staff to review monthly reports, identify inconsistencies, trends, and/or problems, and coordinate with program and project staff to determine appropriate resolution.
  • Monitor budgetary expenditures to ensure budget is maintained in accord with existing agency, state, federal regulations and policies. Monitor payments to vendors to ensure proper  allocation/distribution of funds.
  • Research and prepare fiscal notes, budget summaries, and other budget reports for special projects.
  • Assists in the development of biennial budget and allocation of Medicaid Administrative budget.
  • Performs budget analysis to aid program and project staff to implement new programs or projects, maximize efficiency of fund utilization, adjust forecast based on program changes, and identify trends in expenditures.
  • Performs Journal Entries to reclassify expenditures to appropriate cost centers and funds.

Requirements/Qualifications

Minimum Qualifications: A bachelor’s degree in business, accounting, finance, economics, or public administration; or an equivalent combination of education and experience in technical budget analysis or fiscal management work.

Preferred Qualifications: Preferred candidates will possess experience: Working with complex budgets and financial operations, creating forecasts in a changing environment with limited information, analyzing reports and data for accuracy and reconciling variances, developing/changing processes to improve financial operations.

Other: Position is located on-site at the Nebraska State Office Building in Lincoln. No remote work, no other office locations available.

Successful candidates will have strong interpersonal skills; problem solving/analysis skills; exercise sound judgment and make decisions based on accurate and timely analyses; a high level of integrity and dependability with a strong sense of urgency and results-orientation; and strong Microsoft Excel and Database skills
