Job Description:

The Nebraska Department of Transportation (NDOT) is seeking a Budget Analyst to oversee key elements of a comprehensive annual operating and capital budget exceeding $1.6 billion. This role is crucial in ensuring that resources are allocated effectively to support a safe and effective statewide transportation system for the movement of people and goods. Pay range is $26.631 - $39.257 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.


 

JOB DUTIES

  • Assist in the development of the Department of Transportation's annual operating and biennial budget request, and solicit input and analyze budget proposals from executive leadership and staff for the various divisions/districts, review information for correctness, build and maintain the budget database, and prepare summary reports to leadership with recommendations.
  • Compile and enter the agency’s budget request for submittal to the Governor and Legislature.
  • Monitor the operational budget throughout the year, research errors, assist in adjustments, and reconcile expenditures to appropriations.
  • Work with division heads and district engineers to ensure adequate budget to fund operations and advise leadership on budget adjustments.
  • Analyze and project non-construction, operational budget expenditures used for agency cash flow analysis to facilitate decision-making on resources available for capital improvement and asset preservation needs.
  • Prepare financial and budget reports on a monthly, quarterly, and annual basis for both internal and external stakeholders.
  • Serve as budget advisor for the agency’s capital facilities program.
  • Maintain the agency’s internal budget system.
  • Develop agency fiscal notes in partnership with agency staff in response to proposed legislative bills.
  • Assist the Budget and Finance Manager and the Chief Financial Officer in the preparation of special reports and projects as required.
  • Perform other duties as assigned.


 

Requirements/Qualifications

Minimum Qualifications: A bachelor’s degree in business, accounting, finance, economics, or public administration; or an equivalent combination of education and experience in technical budget analysis or fiscal management work.


Preferred Qualifications: 

  • Bachelor’s degree in accounting, finance, or related field.
  • Strong leadership experience.
  • Experience in working under pressure, meeting deadlines, and setting priorities for multiple tasks.


Other: Regular and reliable attendance is required.

KNOWLEDGE / SKILLS / ABILITIES 

  • Knowledge of State budgeting and accounting policies and procedures, including the following: sources of revenue available to governmental agencies; agency operating programs and objectives; expenditure/revenue patterns; and methods and techniques of conducting research and analysis.
  • Proficiency in Microsoft Office with an emphasis in Excel (including pivot tables, charting, and graphing), MS Access, and Word, including report development from these software products.
  • Strong communication and leadership skills.
  • Ability to analyze program and accounting details to identify and apply significant data in preparing budget projections, estimates, and reports.
  • Ability to present financial information and budget recommendations in a clear, concise, and logical fashion.
  • Ability to conduct data searches/queries, identify problems, and organize and present facts accurately.
  • Ability to establish and maintain effective working relationships with others, and persuade agency leaders and managers to follow a recommended course of budget action.
  • Ability to make decisions and follow through with directions and recommendations.
  • Able to work independently and collaboratively, with a strong self-starter mindset and close attention to detail.
  • Demonstrates self-motivation, initiative, and an outcome-driven approach.
