Job Description:
Under limited supervision, the Procurement Specialist performs procurement transactions for goods and/or services ranging from standardized items to those of moderate complexity. Purchases are conducted through informal bidding procedures and firm fixed‑price contracts using standard clauses, in accordance with statutes and regulations of the State Purchasing Bureau.

Be a Relationship Architect: Work across departments to find creative solutions to procurement needs.
Hunt for Value: Cultivate partnerships with suppliers, ensuring we get the best quality at the best value.
Solve Problems: Actively manage the supply chain to prevent shortages and keep operations ahead of the curve.
Be a Go-To Guru: Help DHHS staff to understand procurement rules and regulations and translate their needs into the right products.
Who You Are:
You have a keen eye for detail and strong analytical skills.
You are a proactive communicator who loves negotiating.
You are adaptable and thrive in a fast-paced environment.
You have experience in purchasing, sourcing, or vendor management.
Requirements/Qualifications:
Minimum Qualifications: Bachelor’s degree in business administration, procurement, supply/inventory operations, or a related field AND procurement‑related experience. Education may be substituted with experience on a year‑for‑year basis
Other: Valid driver's license required. Must be at least 21 years of age and be able to lift 50lbs.
Hiring Rate: $23.506. Plus, an additional $3.00/hour facility differential pay for hours worked
Knowledge & Skills
Recordkeeping, inventory control, and inventory systems
Equipment, surplus property, and transportation methods
Marketing, sales, and customer consultation
Applicable state, federal, and agency regulations
Abilities
Communicate effectively with diverse stakeholders
Represent the agency at federal, state, and local levels
Analyze needs and recommend effective solutions
Compile reports and maintain accurate documentation
Develop and maintain strong working relationships
