Job Description:
Job Duties:
Under limited supervision, provide specialized technical, administrative, and recordkeeping support for the district management and field staff.
Maintain databases and spreadsheets to track equipment, material orders, and annual equipment inventory.
Order, track, and coordinate requisitions for cell phones, construction sign orders, office supplies, engineering equipment, construction plans and specifications, training manuals, and other miscellaneous equipment.
Coordinate the shipping of various construction materials to and from the district.
Provide operational assistance and instruction to district employees on various equipment.
Assist in the inventory, tracking, and maintenance coordination of various equipment throughout the district.
Attend, record, and process all preconstruction meeting information.
Upload documents into OnBase and maintain paper records in accordance with the NDOT records retention policy.
Conduct Equal Employment Opportunity (EEO) compliance reviews of payroll information, documents, and activities pertinent to highway construction work.
Maintain current EEO posters for contractor use.
Schedule meetings, arrange travel, set up interviews, and process relevant paperwork.
Draft, submit, and maintain road restriction records for permitted loads, detours, and construction restrictions with the Permits Office and Operations division.
Research and develop topics for monthly safety and other training; arrange district safety training and work performance team activities; maintain and submit training logs to Human Resources.
Provide operational assistance with winter operations activities, including the coordination of supplemental snowplow operators and road closure personnel.
Perform other duties as assigned.
Requirements / Qualifications:
Minimum Qualifications: Coursework, training, or experience in office support processes and methods, including the use of personal computers and associated applications, such as word processing, spreadsheet, and database management software.
Preferred Qualifications: Two years of experience with highway construction inspection, materials inspection, and recordkeeping. Experience with technical writing and documentation. Working knowledge of professional social media applications. Strong communication skills, ability to create positive working relationships, and experience working with a diverse team. Strong technology skills, particularly relating to mobile devices running iOS; familiarity with Android operating system(s) is also a plus.
Other: Must maintain regular and reliable attendance. Must have a valid driver’s license. Occasional overnight travel may be required. Work outside regularly scheduled hours will occasionally be required.
Knowledge, Skills, and Abilities:
Knowledge of construction and engineering terminology; basic practices and phases of highway construction work; equal employment opportunity regulations pertinent wage rates and construction work; NDOT construction, maintenance, engineering, and administrative records; NDOT codes and forms.
Skill in using software applications, including Microsoft Office, Lucity, Mainframe (C1), OnBase, Reporting Portal; using portable devices and cell phones; multitasking, organizing, scheduling, and prioritizing work; organizing and conducting meetings; presenting information to groups.
Ability to understand and interpret contractual documents and special provisions; communicate in-person and by telephone, email, and other correspondence to explain technical procedures to non-technical officials; interact with NDOT employees and representatives of other agencies and firms to maintain working relationships; calculate solutions using spreadsheets; explain office and NDOT practices to external customers and the public; determine and support training needs; coordinate and integrate the activities of diverse work units and employees/contractors; interact professionally and courteously with members of the public, elected and appointed officials, public interest group representatives, contractors, consultants, and agency employees at all levels within the organization; project a professional image; perform responsibilities with high ethical and professional standards.
