$125,000.00 - $140,375.20 - $155,750.40 - $186,500.00

The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $150,000.00 to $186,500.00.

This position is Exempt under the FLSA.

About the Position

The Deputy Court Administrators of the Judicial Branch, as part of the executive team, assist the Presiding Judge and Branch Administrator in the management of the day-to-day operations of the Judicial Branch and its efforts to uphold the mission, vision, and values of one of the largest, most innovative, and progressive trial courts in the nation.

Deputy Court Administrators provide executive oversight to operational and service departments within the Branch. This may include Criminal, Civil/Tax, Lower Court Appeals, Family, Juvenile, Probate/Mental Health, and Jury operations and service agencies including Court Reporters, Court Interpretation & Translation Services, Electronic Recording Unit, Alternative Dispute Resolution, Law Library Resource Center, Data Integrity & Analytics, Project Management, Facilities Management and Lower Jurisdiction Courts. Additionally, Deputy Court Administrators serve on the Branch Executive Team providing substantive analysis and input on Branch-wide issues including Personnel Policies and Management, Budgeting and Financial Management, Strategic Planning and Technology and Innovation initiatives. All responsibilities are carried out with keen awareness to accountability and transparency, embracing the Branch values of fairness, respect, integrity, innovation, and safety.

Position Qualifications

Education:

  • Bachelor’s Degree from an academically accredited college or university in Business, Public Administration, Judicial Administration, or a closely related field.

Experience:

  • Eight (8) years of senior management and complex administration experience
  • At least four (4) years of supervisory experience

OR

Combined education and experience qualifications:

  • Post-baccalaureate education in a related field may substitute for up to four (4) years of administration experience on a year-for-year basis.

Other Requirements:

  • Applicants must have or obtain a valid Arizona Driver License and reliable vehicle by time of hire. Employees will be reimbursed for the use of a privately owned vehicle for work purposes at the current mileage reimbursement rate established by the U.S. General Services Administration.

Our Preferred Candidate has:

  • Direct experience working in the courts or public administration.
  • Experience in executive management, strategic planning, budgeting, personnel management, business process re-engineering, program management and technology planning.
  • Institute for Court Management (ICM) Fellow, Certified Court Executive (CCE), Certified Court Manager (CCM), or Arizona Court Manager (ACM)

  • Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions

Essential Job Tasks

(This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.)

  • Plans, organizes, directs, and exercises immediate supervision over Departmental Administrators and/or program managers in court operations (such as Criminal, Juvenile, Civil/Tax, Family, and Probate/Mental Health) and administrative and support services (such as Court Reporters, Court Interpreters, Alternative Dispute Resolution, Jury, Research, and Law Library Resource Center) including hiring and selection, monitoring and evaluating performance, managing workload, providing coaching, mentoring, training, and issuing discipline as appropriate. 
  • Provides analysis and support to the Presiding Judge, departmental Presiding Judges, and Judicial Officers to address and streamline case flow management issues.
  • Effectively manages and allocates the human resources of the major court departments according to established personnel policies and procedures that conform to current laws and regulations.
  • Provides oversight and direction to subordinate departmental managers, coordinates operations between departments and resolves inter- and intra- departmental conflicts or issues.
  • Leads and directs program development and operations to ensure that they align with other Court departments and the overall management goals and objectives of the Judicial Branch.
  • Assures that the Court’s strategic plan, mission, programs, and services are continuously reviewed and improved upon to provide the best-in-class service to stakeholders.
  • Participates on court committees and in meetings with other administrators, staff, and Judicial Officers, represents the court in meetings with Maricopa County officials, the Administrative Office of the Arizona Supreme Court, and with various other public and private sector organizations having an interest in court business.
  • Provides the administrative framework to effectively support and enhance court processes for internal and external justice partners to ensure the timely resolution of pending disputes.
  • Provides regular onsite or in-person supervision to assess business needs by observing, monitoring group dynamics with face-to-face interaction, and through the use of body language/nonverbal communication, engaging in interpersonal bonding, and modeling expected behaviors.

While performing the duties of this job, the employee is regularly required to speak clearly and hear; see details of objects that are less than a few feet away; sit for long periods of time; stand, walk, use hands to finger, handle, or feel; reach with hands and arms; and occasionally push, pull, or lift up to 20 pounds.

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan. Judicial Branch facilities are located throughout Maricopa County.  This position may be reassigned to other locations.  Assignments will be made based upon the needs of the department.
