General Description

The purpose of this class is to administer the County’s enterprise Records Management program.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class.  Management may assign additional functions related to the type of work of the class as necessary.

  • Administers the Records Management Program and provides assistance to department heads and elected officials in its implementation and usage.

  • Serves as administrator of the County’s electronic document management and records management systems.

  • Plans, formulates and prescribes records disposition policies, systems, standards and procedures.

  • Works with department heads to prepare Records Control procedures.

  • Proposes Records Management Plan(s) for the County for subsequent review and approval by Commissioners Court.

  • Assists in identifying essential records and establishes a disaster plan for each County office and department to ensure maximum availability of records.

  • Develops procedures to ensure the permanent preservation of historically valuable records of the County.

  • Regularly monitors records retention schedules and administers rules issued by the Texas State Library and Archives Commission to determine if the Records Management Program and the County’s Records Control Schedules are in compliance with State regulations.

  • Disseminates information to the Chief Information Officer and other department heads, as needed, concerning State laws and administrative rules relating to local government records.

  • Instructs departmental Records Liaison Officers in policies and procedures of the Records Management and their duties in the Records Management Program.

  • Maintains records on the volume of records destroyed under approved Records Control Schedules, the volume of records stored electronically, and the space savings as a result of disposal.

  • Report to Director/Chief Information Officer non-compliance of the Records Management Program by department heads or other County personnel.

  • Serves as chair of the County’s Records Management committee, which provides assistance in the development of policies governing the Records Management program, review program performance and recommends improvements, reviews and approves records control schedules, provides final approval to the destruction of records in accordance with approved records control schedules, and supports and promotes the records management program throughout the County.

  • Researches, recommends, implements and administers the enterprise electronic records storage platform.  Ensures initial and continued compliance with all established Records Management Program rules, regulations, policies, standards, and procedures for activity, storage and disposal.

  • Ensures proper security of the County’s physical and electronic records.

  • Participates in disaster planning, preparation, recovery, and testing as required.

  • Troubleshoots issues with vendors; evaluate vendor products, services, and suggestions.

  • Performs related work as assigned.

Minimum Education and Experience Requirements:

  • Requires Bachelor’s degree in information technology, information studies, data science, data analytics, digital media or related major; or on-the-job experience that demonstrates competencies equivalent to a four-year degree

  • Requires two years of experience in records and information management.

  • In-depth knowledge of records management systems and technologies.

  • Knowledge of best practices regarding retention schedule development, disaster planning, and business recovery.

  • Exemplary oral and written communication skills and ability to deal with high level officials.

  • Skilled in writing formal policy and procedure documentation.

Physical Demands/Work Environment:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

The work is typically performed sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects.

The work is typically performed in an office.

Special Certifications and Licenses:

Certified Records Manager certification must be obtained within two (2) years of employment

Valid TX Driver’s License

Must maintain CJIS compliance
