POSITION SUMMARY
The Performance & Analytics Manager drives data-informed decision-making, builds accountability, and provides leadership visibility into strengths and risks. This role will also research performance metrics and reporting models from other states to strengthen Service Oklahoma’s approach and develop public-facing performance metrics that promote transparency and trust.
POSITION RESPONSIBILITIES
This job description describes the general nature and level of work performed by the employee assigned to this position. It should not be construed as an exhaustive list of all required duties, responsibilities and skills.
· Develops and maintains dashboards and reports for leadership.
· Creates ad hoc and legislative reporting.
· Establishes baseline KPIs across divisions.
· Analyzes performance trends and identifies efficiency opportunities.
· Ensures accuracy and alignment of metrics across the agency.
· Integrates data from multiple systems (D360, QLess, survey tools).
· Develops and implements key performance indicator (KPI) frameworks to track and measure project success.
· Conducts comprehensive data analysis to identify trends and insights, leading to data-driven recommendations.
This position may be expected to cross-train in other sections of their division and perform the job duties in each section, based on the needs of the agency.
KNOWLEDGE, SKILLS, & ABILITIES
· Skilled in SQL, Power BI, and Python for data analysis and reporting.
· Knowledge in SharePoint and Power Automate for process automation and data governance.
· Proficient with Microsoft Office Suite and tracking software.
· Ability to work independently while managing multiple projects with tight deadlines.
· Exceptional problem-solving skills with the ability to navigate complex issues and facilitate resolutions efficiently.
· Strong interpersonal skills with experience handling high-profile or sensitive situations professionally and diplomatically.
· Demonstrated ability to complete tasks in a timely manner and under the pressure of tight deadlines and to work both independently and as part of a team.
· Ability to creatively think about and approach problems and assigned projects.
· Commitment to the agency’s goals and objectives.
· Maintain the highest standard of confidentiality, discretion and professional integrity.
EDUCATION & EXPERIENCE
The preferred minimum qualifications for this position are:
· A bachelor’s degree in Business, Data Science, Analytics, or Information Systems or any related field, PLUS one (1) year of progressive experience in project management or related field
· OR four (4) years of experience in business administration, business analysis, data analysis, or closely related field
· OR equivalent combination of education and experience.
Preference may be given to candidates who:
· Obtain SQL/Power BI/Python certifications,
· OR specialized training courses or closely related field.
SPECIAL REQUIREMENTS
· The schedule for this position may vary and require flexibility, including some early or late shifts, weekends, and occasional overtime, based on the needs of the agency.
· This position may require occasional travel. The employee must be willing and able to perform all job-related travel. State vehicles may be available, but reliable transportation may be required for local travel.
· This position works in a comfortable office setting with a computer for a large percentage of the workday.
