Job Description

Position Title: Materiel Management Officer I - II (Warehouse Supervisor)

Department: Operations

Division: 5

Report to: Transportation Manager

FLSA Status: Non-Exempt

Location:  1745 S. US-183, Clinton, OK

Note: Candidates selected for positions at the Oklahoma Department of Transportation may be required to complete a pre-employment background check and drug screening before beginning employment. Basic Purpose

Positions in this job family are assigned responsibilities involving the procurement, storage, control, issue and delivery of supplies and equipment used in the operation of an agency or institution. This may include responsibility for directing the operations of a large warehouse or other supply facility, responsibility for the statewide delivery of supplies, mail, records, printing and other materials, supervision of other supervisory personnel and various administrative responsibilities. It may also include supervising the operation of all storerooms where supplies are stored and directing or coordinating procurement functions.

Typical Functions

The functions performed in this job family will vary by level, unit and organization, but may include the following:

• Directs, supervises or performs materiel management activities for an agency or institution; plans and supervises the procurement of supplies and equipment or other material.

• Prepares or approves requisitions, purchase orders and other documents used in the

procurement process; supervises the receipt of supplies and equipment; verifies shipping

documents against invoices and other data.

• Directs the storage of food, clothing and other supplies and equipment; supervises the completion of perpetual inventory actions and the preparation of various reports.

• Directs mail services, records, and/or printing functions ensuring the fulfillment and timeliness of

deliverables.

• Ensures that warehouse items are properly stored and protected to prevent breakage and

pilferage; supervises the maintenance of warehouse physical facilities, trucks, forklifts and other

equipment used in the storage of supplies and equipment.

• Develops, recommends and implements agency policies and procedures to insure compliance

with federal and state laws and rules.

• Confers with department heads, vendors and outside agencies concerning purchases, deliveries

and acceptability of supplies.

• May serve as agency liaison to the Central Purchasing.

Level Descriptor

Levels are distinguished based on the complexity of assigned duties, the level of expertise required for completion of work assignments, and the responsibility assigned for the supervision of others.

Level I - At this level employees are assigned responsibilities involving the management of a supply or materiel management function of moderate size and scope. In this role they will be responsible for all materiel management activities of an agency or institution including maintaining perpetual inventories, ensuring proper storage of warehoused items, and meeting the needs of the agency for various supplies, mail, records, and printing needs. 

Level II – At this level employees are assigned responsibilities involving the management of a supply or materiel management function large in size and scope. This will include overall administrative responsibility for all activities related to the acquisition, receipt, storage, issue and delivery of requested supplies, mail, records, printing, equipment, and supervision of other supervisory personnel responsible for various activities related to this function.

Knowledge, Skills, Abilities and Competencies

Knowledge, Skills and Abilities required at this level include knowledge of relevant state and federal regulations; of the methods and procedures for acquisition of supplies and equipment; of warehouse principles, techniques and inventory methods; and of various types of mechanical equipment used in warehousing operations. Ability is required to establish and maintain effective working relationships; and to take accurate inventories.

Education and Experience

Level I - Education and Experience requirements at this level consist of four years of experience in supply or warehousing work; or an equivalent combination of education and experience. 

Level II – Education and Experience requirements at this level consist of five years of experience in supply or warehousing work; or an equivalent combination of education and experience.

Special Requirements

Applicants must be willing and able to fulfill all job-related travel normally associated with the position.
