Team Profile:

The Non-Financial Risk Technology (NFRT) organization provides IT support to the Morgan Stanley Legal and Compliance division. The Information Controls technology team, under Non-Financial Risk Technology group, builds and executes complex applications, surveillance models, and scenarios that monitor and enforce the firm's information barriers. We are seeking a passionate delivery manager with domain expertise and technical skills to lead our Communications Surveillance program.

Position Description:

The ideal candidate is a self-driven, dedicated individual who can work well with both technical and non-technical audiences. You will be responsible for leading the communications surveillance program and its multi-year road map including the migration to a new platform by early next year. The candidate should respond well to change, quickly build partnerships, and devise new approaches for solving challenges in this complex space. Strong program management, technical, and interpersonal skills are required.

Responsibilities:

  • Lead the communications surveillance program strategy, ensuring alignment with regulatory and business requirements
  • Manage governance, reporting, and stakeholder engagement across Technology, Compliance, and vendors
  • Oversee the end-to-end migration from CSurv to Enterprise Conduct, including planning, execution, and post-migration validation
  • Coordinate with engineering teams, vendors, and business units to ensure timely delivery and minimal disruption
  • Ensure adherence to firm-wide compliance standards and regulatory obligations for electronic communications
  • Partner with Cybersecurity and Firm Resilience teams to maintain data integrity and security during migration
  • Act as the primary liaison between Technology leadership, Compliance, and external vendors
  • Provide regular updates to senior management and executive stakeholders
  • Continuously improve program performance, reliability, stability, and resiliency
  • Continuously work to improve the efficiency of the platform and to reduce false positives
  • Work closely with global teams including Compliance, BUs, upstream teams, and technology partners

  • Bachelor's degree in Computer Science, Information Technology, or related field
  • 15+ years of experience in program management or technology leadership within financial services or regulated industries
  • Proven track record of managing large-scale technology migrations
  • Strong understanding of electronic communications compliance domain
  • Experience with platforms such as CSurv and EC (or similar communications archiving and monitoring tools)
  • Experience in Agile development lifecycle
  • Strong oral and written communication skills


Skill Desired:

  • Experience with cloud-based compliance solutions
  • Knowledge of cybersecurity and data governance principles
  • Experience working across time zones on a global team
  • Financial services experience

Expected base pay rates for the role will be between $195,000 and $275,000 per year at the commencement of employment. However, base pay if hired will be determined on an individualized basis and is only part of the total compensation package, which, depending on the position, may also include commission earnings, incentive compensation, discretionary bonuses, other short and long-term incentive packages, and other Morgan Stanley sponsored benefit programs
