The Mission

At Rayonier, we own the land and manage it for long-term value. As the Mineral Resources Manager, you’ll lead the front end of our mineral leasing engine. Secure permits, clear entitlement paths, manage environmental compliance, and manage agreements so projects move from interest to income with speed and discipline all while upholding our commitment to sustainable land management. Your work will unlock value across aggregates, fill dirt, mineral sands, and other industrial minerals. You’ll collaborate with stakeholders at every level, from boots to suits, including operators, engineers, policymakers, and executives.

What You Will Do

Permitting and Entitlements

- Develop and execute permit strategies across multiple jurisdictions

- Prepare, submit, and track applications from agency review through approval

- Anticipate concerns and drive timely responses, variances, and renewals

Environmental Compliance

- Lead environmental due diligence and baseline studies with qualified consultants

- Oversee site reclamation in accordance with contract and permit conditions

- Translate conditions of approval into actionable, site-ready compliance plans

- Monitor performance, manage reporting calendars, and close corrective actions

Contract Management

- Draft, redline, and manage land and operations agreements with Legal

- Maintain obligations, milestones, and notices in a clear contract calendar

- Collaborate with internal stakeholders to resolve issues efficiently

Business Development

- Build and maintain strong relationships with operators, industry partners, and key stakeholders to uncover opportunities that align with Rayonier’s long-term mineral portfolio strategy.

- Oversee business development for fill dirt, aggregates, and other targeted mineral ventures, managing the process from opportunity evaluation through client engagement, negotiation, and deal execution.

- Coordinate with the broader business development team to explore opportunities in aquifer recharge, water quality enhancement, wetland mitigation, and other reclamation-related initiatives

- Manage the due diligence process from desktop analysis through field verification, producing concise go/no-go recommendations tied to financial targets and timelines

Stakeholder and Agency Relations

- Serve as primary contact with state and local regulators

- Coordinate with county staff, utilities, and community partners

- Prepare concise briefings for internal leadership and the board when needed

Reporting and Systems

- Maintain accurate records in Landfolio and LMS

- Create monthly dashboards on permits, obligations, and site status

- Track KPIs and forecast critical-path items for each operation


What You Bring

- 5+ years in permitting, entitlement, environmental compliance, or land contracts in mining, minerals, or heavy civil earthwork projects

- Ability to build trust with regulators, community leaders, and other stakeholders

- Demonstrated commitment to safety, environmental stewardship, and positive community engagement

- Business development, contract management and negotiation experience with operators and vendors is preferred

- Strong project management and documentation skills

- Working knowledge of aggregates, borrow fill, or other related minerals

- BA or BS in Environmental Science, Engineering, Geology, Land Use, or similar

- Valid driver’s license and the ability to visit active sites

- Progress mineral entitlement projects from concept to approval

- Convert qualified opportunities into executed agreements through focused marketing and client engagement

- Zero missed compliance deadlines and clean internal audit results

- Maintain a reputation as a fair, sophisticated counterparty among operators and agencies

Physical Requirements:

This role may require occasional outdoor physical activity, including hiking across varied terrain (uneven ground, slopes, wetlands, and dense vegetation), carrying equipment and supplies, and performing strenuous tasks such as verifying or marking project boundary lines. Work may involve maintaining stability on uneven surfaces, navigating obstacles, and working in challenging positions, outdoors in diverse weather conditions. Operating motor vehicles is also required, with some areas requiring 4WD.
