The Perkins Grant Director provides comprehensive leadership in managing all aspects of the Carl D. Perkins Career and Technical Education Act funding at Bucks County Community College. This full-time position combines strategic program management, fiscal oversight, stakeholder collaboration, and direct program delivery to ensure maximum effectiveness of Perkins-funded activities and student outcomes.
KEY RESPONSIBILITIES
Grant Management & Administration
Provide comprehensive leadership in CTE/Perkins Grant management, including programmatic and budgetary oversight
Prepare and submit the annual online CTE/Perkins e-Grant application through the eGrant system
Serve as the primary point of contact between Pennsylvania Department of Education (PDE) Perkins staff and the institution
Monitor all goals for adherence to CTE/Perkins guidelines and ensure all CTE/Perkins-funded activities operate efficiently and effectively
Track CTS/Perkins spending on a regular basis and submit budget amendments as needed to ensure total allocation is spent according to approved budget/amendments
Maintain Grant Assurance Records and Equipment Inventory
Program Delivery & Student Engagement
Work with academic departments to develop programs for occupational students/staff at BCCC
Participate directly in program delivery and student-facing activities as required by PDE guidelines
Promote grant services to occupational students.
Act as a primary resource for students by explaining academic career pathways and managing student caseloads
Design and implement workshops and resources to help students understand transitions to career pathway credit-bearing programs
Offer support with enrollment processes, including application assistance, placement testing, and financial aid applications
Connect students with institutional resources, including tutoring services, career counseling, academic advising, and financial aid
Stakeholder Collaboration & Communication
Collaborate with key campus and off-campus stakeholders to ensure institution-wide awareness, commitment, and support for CTE/Perkins Grant goals
Serve as a liaison between academic advising and academic schools to ensure effective communication and seamless transitions for students
Collaborate with academic programs, admissions, financial aid, registrar's offices, and other related units to simplify enrollment and credit transfer procedures
Conduct outreach and training about non-credit to credit career pathways with Admissions, Welcome Center, Academic Advisors, Success Coaches, and other BCCC units
Technology Support & Systems Management
Website design and support for CTE/Perkins programs.
Troubleshoot student success technology tools and workflows to ensure seamless advising and coaching support
Data Tracking and Reporting
Maintain accurate records of student interactions, goals, progress, and any interventions provided
Use data analytics to assess program effectiveness and inform continuous improvement efforts
Prepare comprehensive reports on program outcomes and student success metrics for PDE and institutional leadership
REQUIRED QUALIFICATIONS
Master's degree in related field OR Bachelor's degree with 4 years relevant work experience
Minimum of 1-3 years experience working in grant-funded programs
Knowledge of occupational and certificate programs that receive CTE/Perkins funding.
Knowledge of federal compliance requirements and reporting procedures; Experience working within the parameters of federal grant requirements
Strong technology skills including website design and support capabilities
Effective communication and interpersonal skills
Ability to multitask and work productively with a wide variety of people across campus
Ability to think creatively, work independently, and motivate others
Demonstrated experience in budget management and fiscal oversight
Proficiency in data collection, analysis, and reporting
PREFERRED QUALIFICATIONS
Previous experience with Career and Technical Education (CTE) or Carl D. Perkins Career and Technical Education Act / funding
Experience in community college or higher education environment
Background in career counseling, student services, or program coordination
Experience with high school/college counseling, career development, adult education or related fields
Familiarity with career pathways and career and technical education/workforce development training programs
Experience working across functional areas in a complex organization
Experience working with non-traditional students or non-credit educational programs
Familiarity with Pennsylvania Department of Education (PDE) requirements and processes
Experience with Local Advisory Council coordination
Knowledge of institutional research and data management systems
Ability to analyze objectives and creatively develop and market programs to support student academic success
Experience working with community advisory boards
Website design and maintenance experience
Presentation and workshop/training experience
Experience with student success technologies (Navigate, Degree Works, Banner Student, etc.)

SALARY RANGE $68,000 to $78,000 (commensurate with experience)
