The ideal candidate for this position would have a degree from a recognized four-year college or university with a major in finance or a closely related field; and extensive experience performing financial analyses including analysis of water rates and charges.

The candidate should be detail oriented, able to work effectively with others and adapt well to flexible and changing timelines. The candidate should have advanced skills with spreadsheets, word processing, financial modeling and enterprise software; prepare clear, concise and comprehensive financial and forecasting analyses, water rate analyses and studies, reports and presentation materials; make clear, effective financial presentations; establish and maintain effective working relationships with the organization’s management, staff, and others encountered in the course of work.

GENERAL PURPOSE

Under direction, performs complex financial, statistical and management analyses to support long-term financial planning and strategic development of water rates, charges, fees and related legislative/strategic proposals; prepares sound professional recommendations and provides significant assistance to senior management to support strategic and policy formulation of water rates; and performs related duties as assigned.

DESIRED MINIMUM QUALIFICATIONS

Knowledge of:

Theory, principles, practices and techniques of public agency financing and budget development and implementation; principles, industry practices and methods in water rate setting including the American Water Works Association (AWWA) Principles of Water Rates, Fees and Charges Manual and other guidance; applicable state and federal law and regulations governing budgeting and financing of public utilities; computer tools and sophisticated software, particularly as related to statistical analysis, modeling, data management and manipulation; financial/statistical/econo-metric/comparative analysis techniques and formulae; principles and practices of sound business communication; correct English usage, including spelling, grammar and punctuation; the District's enterprise budget and accounting systems, their functionalities, usage and requirements.

Ability to:

Operate a computer and spreadsheet, word processing, financial modeling and enterprise software; analyze and make sound recommendations on complex financial data; understand, explain, interpret and apply industry principles and practices applicable to setting water rates and other charges; perform highly complex mathematical and statistical calculations and analyses; prepare clear, concise and comprehensive rate analyses and studies, financial and forecasting analyses, reports and presentation materials; exercise sound independent judgment within general policy guidelines; evaluate financial programs and processes and make sound recommendations within areas of responsibility; make clear, effective oral presentations on complex water rate and financial forecasting and modeling issues; establish and maintain effective working relationships with District/SNWA management, staff, officials of other entities, the public and others encountered in the course of work.

Training and Experience:

A typical way of obtaining the knowledges, skills and abilities outlined above is graduation from a recognized four-year college or university with a major in public or business administration, finance or a closely related field; and at least five years of progressively responsible experience performing complex financial, statistical and/or budgetary analyses including analysis of water rates and charges, preferably in a governmental agency or public utility; or an equivalent combination of training and experience.
