Job Summary:  

A Water Systems Treatment Manager plans, coordinates and directs the operation and maintenance of all water treatment plants and chlorinator stations.  Work of this class involves directing activities of office support, operation and electrical, mechanical and grounds maintenance work units.

            Incumbents receive general supervision from a technical superior.  Employees in this class work a conventional work week but are subject to callback in emergency situations.  Work is performed primarily in an office setting; however, there may be occasional exposure to toxic chemicals and high voltage equipment.  Work requires minimal physical exertion.

Minimum Qualifications:                             

On or before the date of filing the application, each candidate must:  

Education: Have a bachelor's degree from an accredited college or university.

AND 

Experience: Have four years of experience in the operation of a water treatment plant including two years of such supervisory responsibilities as disciplining, evaluating the performance of and recommending the hiring, firing and promoting of other supervisors in a water treatment facility with a capacity of at least 20 million gallons per day.

OR 

Equivalency Notes: One year of additional experience in the operation of a water treatment plant may be substituted for each year of the college or university requirement.  Non-supervisory experience or education may not be substituted for the required supervisory experience.

Licenses, Registrations, and Certificates:

Have a valid Maryland Class C Noncommercial driver's license or an equivalent out-of-state driver’s license and eligible to obtain a Baltimore City driver’s permit.

Employees must hold a valid Permanent State of Maryland Water Treatment Class 4 Operator’s Certificate issued by the Maryland Board of Waterworks and Waste System Operators or an equivalent out-of-state certificate at hire.  Employees holding equivalent out-of-state certification must obtain Maryland certification within six months of hire.

Additional Information

Employees must obtain a valid Temporary State of Maryland Water Treatment Class 4 Superintendent’s Certificate issued by the Maryland Board of Waterworks and Waste System Operators within one month of hire and a valid Permanent State of Maryland Water Treatment Class 4 Superintendent’s Certificate issued by the Maryland Board of Waterworks and Waste System Operators within six months of hire.

Employees must maintain both permanent State of Maryland certifications throughout employment.

  • Knowledge of regulatory agency requirements governing water facilities.

  • Knowledge of safety standards and practices regarding water facilities operations.

  • Administrative ability.

  • Supervisory ability.

  • Ability to establish relationships with others.

  • Ability to communicate effectively orally and in writing.

Background Check                                        

Eligible candidates under final consideration for appointments to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed. 

Probation 

All persons, including current City employees, selected for this position must complete a mandatory six-month.

Eligibility 

Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.        

                                                     

Education Accreditation 

Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org. 

Selection Process 

All candidates indicating the minimum qualifications on their applications will be placed on the eligible list without further examination. The training and experience of each candidate will be evaluated for appropriateness and quantity. It is essential, therefore, that you give complete and accurate information on your application. Examination Process 

Applicants must provide sufficient information on their application to show that they meet the minimum qualifications for this recruitment. Successful applicants will be placed on the employment certified eligible list for at least six months. 

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. You may be required to complete supplemental questions to further examine specific Knowledge, Skills and Abilities of the position. Therefore, it is important that you provide complete and accurate information on your application.
