Job Summary:

CLASS DEFINITION

The Office of Fiscal Management (Fiscal) is the central financial management office for the Department of Public Works (DPW). It is responsible for preparing the organization’s capital and operating budgets, purchasing and procurement, conducting oversight of expenditures, coordinating financing, financial planning, forecasting and analysis, reporting, and overall financial integrity. 

The Senior Financial Analyst reports to the Chief of Financial Planning and Analysis.  The Department of Public Works seeks a candidate experienced in a variety of financial tasks including building financial models, performing research and analysis, preparing financial reports and summaries, and assisting with closeout processes.

MINIMUM QUALIFICATIONS:

On or before the date of filing the application, each candidate must:

EDUCATION: Have a bachelor’s degree in business administration, Economics, Finance, Mathematics, Accounting or other related degree.

AND

EXPERIENCE: Have Five years of progressively responsible experience in an analytical role.

OR

NOTE EQUIVALENCIES: Have an equivalent combination of education and experience.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Highly attentive to detail

  • Expert in developing and manipulating Microsoft Excel based financial models

  • Strong project management skills

  • Knowledge of general accounting principles and both operating and capital budget practices

  • Capture and report key performance indicators, highlight notable trends and analyze causes of unexpected variances.

  • Excellent time management skills with the ability to manage multiple tasks/assignments simultaneously

  • Ability to translate complex financial transactions and jargon into plain language

  • Confidence and ability to work with all levels of management

  • Ability to synthesize large quantities of data from disparate sources into cogent insights

  • Strong written and verbal communication skills

  • Ability to analyze fixed income securities

  • Knowledge of dashboard tools such as Microsoft Power BI or Tableau

Probation 

All people, including current City employees, selected for this position must complete a mandatory six-month probation. 

Eligibility 

Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.               

                                              

Education Accreditation 

Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.
