The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $132,000.00 - $177,890.00. We also offer generous benefits for full-time employees which include but are not limited to:

City and County of Denver has announced furlough days, or unpaid days off, for most employees to meet a budget shortfall in 2025. There are two fixed furlough days for all limited (temporary positions with an end date) and unlimited (permanent) employees on August 29th, the Friday before Labor Day, and November 28th, the day after Thanksgiving. If you receive an offer for this position, your annual pay will determine whether you are required to take additional furlough days. Details will be discussed during the offer process for selected candidate(s).
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site 3 days per week and off-site as needed. The Office of Climate Action, Sustainability and Resiliency requires 3 days in office at the Wellington Webb Municipal Building. Employees must work within the state of Colorado on their off-site days.
What You’ll Do
The Office of Climate Action, Sustainability and Resiliency’s (CASR) vision is to build a carbon pollution free, sustainable, and resilient Denver for all. Guided by science and shaped by community input, CASR delivers bold solutions through policies, programs, and capital projects that reduce emissions, advance environmental justice, and strengthen climate resilience. Our portfolio includes beneficial electrification, energy efficiency, renewable energy, energy storage, climate adaptation, community resilience, nature-based solutions, natural resource conservation, embodied carbon, waste reduction and diversion, communications, community engagement, and workforce development—all with a strong focus on equity. This work is driving measurable progress toward a healthier, more sustainable Denver for generations to come.
As a Deputy Executive Director, you will be a key part of CASR’s executive leadership team, reporting directly to the Executive Director. You will be a proven leader and strategic thinker and will act as a driving force in the development and implementation of key strategic initiatives across our office. You will oversee the decarbonization portfolio, which includes building electrification, energy efficiency, energy transition, transportation electrification and mobility. You will have 3-4 direct reports and will oversee a group of 25-30 staff.
Specifically, as a Deputy Executive Director you will:
Represent CASR’s positions, initiatives, perspectives, and interests with other agencies and departments, community and business groups, and legislative officials (at the request of, or on behalf of, the Executive Director).
Cultivate, foster and maintain positive working relationships with representatives from agencies and departments, community and business groups, and elected officials to gain their cooperation and support to further CASR’s interests and objectives.
Participate in budget and fiscal policy-setting discussions for CASR. Lead and/or assist in securing funds and resources for the organization. Manage your group’s budget and provide fiscal oversight for your programs and projects.
Serve as a strategic advisor, suggesting short- and long-term actions, decisions or positions for the Executive Director to adopt. Advocate for and defend final decisions.
Create strategies for your group to meet overall goals and objectives.
Maintain external awareness, monitoring conditions, trends, innovations and practices that may have implications for CASR. Incorporate systems thinking to help lead change that supports continuous improvement.
Coach, mentor and support subordinate managers, supervisors and/or other staff.
Support and model sound human resource management practices within the organization.
Confer with higher-level managers/executives, Human Resource and/or legal advisors to determine appropriate decision/action with discipline and/or grievance matters.
Approve standards, procedures, practices and guidelines that impact your group and direct their implementation.
Implement and maintain policies and procedures set forth by the Executive Director and other policy-making bodies.

Extensive experience implementing climate mitigation (energy, buildings, transportation) programs at the local government level
Experience with policy development and facilitating and executing strategic initiatives
Understanding of financial policies and practices
Excellent written and verbal communication skills
Required Minimum Qualifications
Education requirement: Bachelor's Degree in a related field based on a specific position(s).
Experience Requirement: Five (5) years of leadership experience, which must have included management of director level leaders.
One (1) year of management experience must include budget and fiscal oversight responsibility, evaluation of business processes, and policy and decision-making experience with planning and organizing multiple programs, projects, operations or functions.
Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education.
Additional appropriate education may be substituted for the minimum experience requirements.
License/Certifications: None.
