Denver Arts & Venues is seeking a Public Events & Film Permitting Administrator to lead the daily operations of the special event and film permitting team. This role requires a high-performing leader who brings operational expertise, excellent stakeholder engagement, and a deep understanding of permitting, special event operations, performance metrics, and public policy. Reporting to the Director of Administration, the Permitting Administrator will oversee strategic initiatives, optimize customer service delivery, and lead cross-agency coordination while managing staff, systems and identifying opportunities for process improvement.
Key Responsibilities:
Operational Leadership & Strategic Oversight
Provide direction and oversight of daily operations, including staff management (currently three permitting specialists), resource planning, technology integration, customer service, and budgeting.
Lead the development and execution of annual and multi-year work plans and strategic goals for the division.
Plan, create, and implement processes, procedures, and documentation for internal operations and external services.
Direct operational area for the division, ensuring alignment with agency-wide goals and municipal requirements.
Manage the development of division-level policies and practices, supporting both immediate operational needs and long-term organizational vision.
Lead agencywide event coordination meetings and communications.
Create and manage project timelines, delegate team tasks, and facilitate progress updates.
Lead drafting, review, and finalization of amendments to rules and regulations, and enforcement practices.
Coordinate inter-agency collaboration with departments such as Department of Transportation and Infrastructure, Denver Parks and Recreation and the Department of Safety and others
Update and revise special event permit applications, terms and conditions, and associated procedures.
Technology & Process Implementation
Oversee implementation and upgrades of permitting and invoicing software platforms.
Work with internal departments (e.g., Technology Services) to implement Customer Relationship Management (CRM) software for tracking customer service metrics.
Performance Management & KPI Development
Establish division KPIs and performance benchmarks; implement strategies to achieve or exceed targets.
Promote a culture of accountability, continuous improvement, and innovation.
Stakeholder Engagement & Communications
Plan and facilitate internal and external meetings and stakeholder outreach.
Partner with the marketing team to develop and distribute public / stakeholder communications
Represent the agency in cross-departmental working groups to resolve inter-agency operational issues and conflicts.
Budgeting & Financial Management
Lead budget planning for the Public Event and Film Permitting team to ensure alignment with operational goals and strategic priorities.
Use data and performance results to support funding justifications, change requests, and reallocations.
Oversee payment collection, reconciliation, revenue projection, and enforcement of non-compliance fees or penalties.
Work Environment and Physical Demands:
Primarily office-based, with frequent in person meetings with internal and external stakeholders.
May require evening or weekend availability during peak event seasons or public meetings.
This is an in-person position, five days per week with flexibility for remote work, upon supervisor approval.
Ideal Candidate Qualifications:
Demonstrated experience managing complex projects involving multiple stakeholders.
Proven success in team leadership. With at least 1 (one) year of functional or operational management experience, with a proven track record of supervising and developing professional-level team members.
Experience with policy development, regulatory compliance, and ordinance implementation.
Strong written and verbal communication skills.
Experience with government CRM platforms, permitting software, and data analytics tools.

Minimum Requirements:
Bachelor’s degree in Public Administration, Business, Event Management, or related field.
At least 5 years of progressively responsible experience in event permitting performing full performance professional level duties within a specialized, functional area. (This does not include clerical experience.)
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
Additional appropriate education may be substituted for the minimum experience requirements.
License/Certifications: By position, must obtain Criminal Justice Information Services (CJIS) clearance within the probationary period.
