The Division of Transportation Operations is responsible for overseeing and maintaining the performance of the City's transportation infrastructure. With a team of over 150 employees, this division ensures the efficient operation of the transportation system.
The Transportation Operations Division is currently seeking a Pavement Markings and Signage Manager. In this role, you will play a key part in shaping annual work programs that align with City goals and initiatives. Your primary responsibility will be overseeing the fabrication, installation, and maintenance of static traffic control assets, such as street signs and pavement markings, that support multimodal transportation citywide. You will work closely with other divisions within DOTI to maintain these assets and advance programs like shared mobility, Smart Cities, and Vision Zero.
In addition to managing the City’s graphics and sign shop as well as the pavement markings program, you will lead the continued development and implementation of the division’s asset management system. This system is critical for reporting, performance metrics, condition assessments, and predictive analysis. You will also manage the operations center’s stockroom, ensuring that resources are available to meet the division’s needs.
Specifically as a Manager, you will:
Manage and support the operation of the City’s sign and graphics shop and pavement marking programs
Provides leadership, focus, and direction to signs and markings programs and staff.
Coaches, mentors, and challenges staff. Champions continuous improvement, including devising new strategies and innovations. Leads staff development initiatives that include training, development, and succession planning.
Develops and monitors annual work programs for the signage and markings section delivered both in-house and by contractor, sets KPIs, and tracks metrics regularly to gauge success
Coordinates with Colorado Department of Transportation (CDOT) in order to maintain CDOT roadway signs and markings that are located within CCD ROW.
Oversight and implementation of the Division’s asset management system for work order management, inventory control, and labor hours
Provides technical assistance and guidance in the delivery of pavement marking and traffic signage programs
Oversees the procurement for materials and contracts necessary to deliver annual work programs
Manages capital maintenance funds and tracks expenditures so that projects are achieved within schedule and budget
Coordinates and collaborates with other divisions, departments, and agencies to leverage program impact while maintaining maintenance targets
Oversee the Residential Snowplow program
Provide high levels of customer service both internally and externally. Respond to stakeholder inquiries and attend meetings as needed with stakeholder groups; coordinate with dispatch
Report up to Division Director on all work plan progress or other pertinent information through regular reporting.
Our ideal candidate has some or all the following experience, skills, and characteristics:
Has the technical knowledge and skill set to serve as a subject matter expert in the signs and markings field with at least 5 years’ experience managing pavement markings and signage programs
Provides leadership and direction to staff members to ensure the continued development and management of an efficient organization. Establishes effective decision-making processes that achieve goals and objectives.
Fosters an atmosphere of innovation
Thorough understanding of MUTCD and IMSA Rules and Regulations
Ability to manage large budgets and concurrent projects and deadlines while achieving outcomes
Reporting experience with data using programs such as Cartegraph or other asset management system, MS Office, MS Teams, Workday
Experience leading large field teams and mentoring/empowering current and upcoming leaders
Strong leadership aptitude, with the ability to encourage, motivate, inspire and challenge a team. Lead by example, while providing a vision and purpose; cultivate positive working relationships
Education requirement: Bachelor's Degree in a related field based on a specific position(s).
Experience Requirement: Three (3) years of experience at the type and level of functional or operational management, which must have included management of professional individual contributors.
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
Additional appropriate education may be substituted for the minimum experience requirements.
License/Certifications: Requires a valid Driver's License at the time of application.
