What We Offer

The City and County of Denver offers competitive pay commensurate with education and experience.  Our targeted hiring range for this position is $74,276.00 - $98,415.00/annually, based on experience and education. We also offer generous benefits for full-time employees which include but are not limited to:

Location & Schedule

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position you can expect to work three (3) days in office. For your in-office days, you can expect to work on-site at the Webb Municipal Building (201 W. Colfax Ave., Denver, CO 80202).

Employees must work within the state of Colorado on their off-site days.

DEDO’s Executive Office is dedicated to advancing the operational effectiveness and customer service of DEDO, advancing its programs and initiatives, and increasing the impacts and outcomes achieved for the residents and businesses of Denver. Key activities include strategic planning, compliance, policy development, marketing and communications, media relations, finance, accounting, data analysis, and continuous improvement.

DEDO is seeking a Senior Grants Compliance Coordinator to assist our organization with programmatic monitoring and contract compliance tasks, primarily for federally funded grants, loans, and other contracts as needed. The Senior Grants Compliance Coordinator will support the development and implementation of standard processes and procedures for contract monitoring, auditing, and performance evaluation across DEDO. The Senior Grants Compliance Coordinator will focus on the implementation of continuous improvement of monitoring and performance evaluation processes across DEDO’s contract portfolio.

Specifically, as the Senior Grants Compliance Coordinator, you will:

  • Lead Comprehensive Monitoring: Perform complex monitoring for federally funded contracts using on-site audits and desk reviews to ensure all activities align with contract terms and federal, state, and local rules and regulations.
  • Systems Management: Utilize the SharePoint environment and other designated software to manage, track, and perform all monitoring and compliance activities.
  • Expert Regulatory Guidance: Serve as the point of contact for the team on complex regulatory matters, providing professional interpretation of federal, state, and local rules, including 2 CFR 200.
  • Support Strategic Partnerships: Build a proactive, strategic partnership between DEDO program areas, subrecipients, and the compliance team to improve alignment and program outcomes.
  • Quality Assurance Review: Conduct thorough technical reviews of monitoring reports and subrecipient files to ensure they meet accuracy, consistency, and generally accepted professional standards.
  • Team Mentorship & Direction: Collaborate with Grant Compliance Coordinator(s) to share technical expertise, align workflows, and maintain consistent, high-quality work products across the team.
  • High-Risk Portfolio Oversight: Directly manage the monitoring and performance evaluation for the most complex or high-risk contracts to ensure successful outcomes.
  • Cross-Functional Collaboration: Partner with various DEDO divisions to implement compliance frameworks and procedures that reflect diverse stakeholder perspectives.
  • Training and Technical Assistance: Develop and deliver professional training for internal staff and external partners to address compliance gaps and standardize monitoring procedures.
  • Risk-Based Calibration: Apply risk assessment models to determine appropriate monitoring sample sizes, ensuring that oversight is evidence-based and efficient.

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Multijurisdictional Regulatory Knowledge: Advanced ability to interpret and apply a range of federal, state, and local regulations, with a focus on 2 CFR 200.
  • Federal Program Administration: Direct experience administering or monitoring federal resources such as, but not limited to, CDBG (Community Development Block Grant) or WIOA (Workforce Innovation and Opportunity Act).
  • Audit and Evaluation Expertise: Proven background in conducting quality assurance, programmatic and/or fiscal monitoring, or performance evaluations within a government or nonprofit setting.
  • Technical Mentorship: Demonstrated experience providing constructive feedback and technical guidance to team members and subrecipients on complex compliance tasks.
  • Contractual Analysis: Experience reviewing contracts to determine measurable performance outcomes and regulatory requirements.
  • Software Proficiency: Strong technical skills in using SharePoint or similar database and project management software to track and document compliance workflows.
  • Instructional Ability: Experience designing and leading training sessions or workshops to enhance compliance skills.
  • Analytical Reporting: Ability to synthesize complex data into clear, professional monitoring reports and management summaries that are accessible to non-technical stakeholders and diverse community partners.

Required Minimum Qualifications

  • Education Requirement: Bachelor's Degree in Business Administration, Public Administration, Political Science, Management, or a related field.
  • Experience Requirement: Four (4) years of professional experience performing procurement functions, contract negotiation, contract administration, or conducting research and analysis in an area such as procurement, contracting, budget, compliance issues, or accounting.
  • Education and Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
  • License/Certification Requirement: None.
