At Hitachi Rail we are looking for a Procurement Project Manager to support national and international bids, projects and product activities.

The main objective of this role is to define and execute the optimum procurement strategy for bids, projects or products, ensuring competitiveness, cost efficiency, risk mitigation and full alignment with Hitachi Rail’s Global Procurement strategy.

Key Responsibilities:

The Procurement Project Manager (PPM) represents and promotes the Procurement function within Bids, Projects and Products, working in close collaboration with project teams, Category Buyers and Global Segment Managers.

The PPM plays a key role from the early definition phase onwards, contributing to baseline building and ensuring procurement considerations are embedded in the solution design.

Tasks to be performed:

Procurement Strategy & Acquisition Planning

  • Challenge acquisition needs and requirements to maximize competitiveness and value.
  • Define the acquisition strategy considering market availability, innovation potential, Make or Buy analysis and Go‑to‑Market criteria.
  • Organize procurement needs into relevant work packages.
  • Define and execute acquisition plans aligned with targets on Time, Quality, Cost, Risks & Opportunities.

Bid & Project Execution

  • Execute and regularly update the acquisition plan during project/product development and production phases.
  • Maintain procurement dashboards, including risk and opportunity logs.
  • Monitor and manage contractual requirements throughout the procurement lifecycle.

Stakeholder Management

  • Act as the interface between Business, Project teams and Global Segment Managers / Category Buyers.

Process, Compliance & Continuous Improvement

  • Ensure compliance with the Manage Acquisition process and Hitachi Rail quality standards.
  • Use corporate procurement tools (e‑Acquisition, ERP, etc.).
  • Perform Category Buyer activities when required, depending on workload.

Requirements for the role

  • 3-5 years of experience in similar role.
  • Engineering Degree or Master’s Degree.
  • Professional procurement certifications (CIPS, EIPM, ISM, MAI…) are desirable.
  • Proven experience in Procurement, either as a Procurement Project Manager or Category Buyer.
  • Experience in bid, project or product environments is a strong advantage.
  • Experience working in international and multicultural contexts.
  • Strong understanding of product and project lifecycles.
  • Make or Buy analysis capability.
  • Cost evaluation, Design to Value and Lean principles.
  • Risk and opportunity management.
  • Basic finance knowledge.
  • Understanding of procurement‑related regulations (export control, REACH, environmental and social regulations).
  • Fluent English and Portuguese (mandatory).
