Job Description

REPORTING:

Reports to MASTER / OIM

SUPERVISION:

Supervises 2nd Mate, 3rd Mate, Senior Dynamic Positioning Operators, DPOs, Crane Operators, Deck Pushers, and Paint Supervisor/Blaster.

Pre-Requisite/ Qualification:

• High School Diploma (U.S.)/ Proof of Completion of Formal Education or Relevant Craft Certificate (where applicable).
• Successful Military Discharge – Preferred for U.S.
• Graduate of Trade School or University where knowledge and training acquired are applicable to job requirements – Preferred.
• Valid Unlimited Oceangoing Chief Mate License.
• Valid Unlimited Dynamic Positioning Certification from a company approved accrediting agency
• Knowledge of all technical calculations required for the safe operation of the marine aspect of the vessel.
• Basic computer skills
• Valid medical examination and vaccination certificates for area of operation.
• Valid GMDSS License.
• Lifeboatman Certificate
• Norway Specific:  Must hold qualifications in accordance with relevant authority requirements and the requirements of the Havtil ref. Activities Regulations.

Operational Discipline Requirements:

• Disciplined application and participation in the Control of Work Process.

• Understanding and effectively implementing the control measures required to mitigate identified hazards.
• Execute all tasks and task steps in a disciplined manner, following the sequence detailed in the relevant procedures.
• Recognize at risk behavior or conditions during tasks and call ‘Time out for Safety’ when unsure, or when the job does not go as planned.
• Participate in Debriefs to feedback lessons learned from performing the task.         

HSE REQUIREMENTS:

• Demonstrate commitment and leadership in the protection of personnel, the environment, and assets.
• Coach personnel in the understanding of applicable Company OI & HSE requirements.
• Ensure work is executed in accordance with Company OI & HSE requirements.
• Call a Time Out when a real or perceived at risk behavior or unsafe condition is observed.
• Coach personnel to use WorkSight ENGAGE during the execution of planned work.
• Use the WorkSight Assurance and Verification process during the execution of planned work and daily operations to reinforce Company requirements.
• Report all incidents, potential hazards, or abnormal situations. Ensure reported situations are acknowledged properly.
• Ensure the Control of Work process is complied with when planning and managing the execution of work.
• Ensure major accident barriers / controls are maintained.
• Ensure safe and organized work areas are maintained.
• Understand your role in an emergency, as designated in the Emergency Response Plan and Station Bill.
• Lead or participate in all emergency drills and exercises, as required.
• Ensure change is properly controlled and managed.

DUTIES:

The underlying expectation is that all duties are carried out in compliance with the Company Operational Discipline expectations and HSE requirements. When considering assignment of duties for the Chief Mate, the Supervisor and the Chief Mate will apply the Control of Work to determine if the assigned role is appropriate. This means confirming that the individuals involved have the knowledge, skills, and experience to carry out the task, and the task plan complies with Company requirements before they are authorized to proceed.                
            
General Duties:

Operations/Maintenance:   

• Ensure strict compliance with local/international laws relating to the vessel’s operation, and current environmental/pollution regulations.
• Oversee the maintenance of deck, firefighting, lifesaving, and lifting equipment, including vessel’s exterior.
• Ensure materials and equipment loaded on board are safely stowed, secured and labeled according to TOI and Regulatory requirements.
• Ensure that the vessel is seaworthy at all times and operated in accordance with guidelines in the Marine Operations Manual.
• Maintain safety and security of the vessel, watertight integrity, loading and storage of consumables, safe operation of supply vessels or helicopters or other operations within the 500m zone.
• Partake in the daily operations meeting as the Marine department head with the MASTER / OIM and other department heads.
• Ensure that the vessel is maintained within normal safe limits of intact and damage stability, shear stress and bending moments.
• Ensure the vessel’s navigational equipment is maintained, fully functional, and that testing, and calibration is carried out in accordance with Flag State and Safety of Life at Sea (SOLAS) regulations.
• Responsible to carry out duties as per ISPS code as the Ship Security Officer and to hold the relevant certification.
• Conducting security inspections and exercises at regular intervals of time to ensure that proper security steps are taken.
• Make changes to the ship security plan if need arise.
• Training of onboard personnel in ship security awareness when the persons have a role in Security Response onboard
• Plan and execute the various stages of vessel moves and anchor handling operations between drilling locations and port.
• Ensure marine/deck findings from regulatory agency inspections are fully addressed and closed out properly.
• Maintain the vessel’s deck logbook, and other vessel documents as directed.
• Ensure bridge watches are maintained in a professional and orderly manner with due regard for international law, Marine Compliance Procedures, and the rules of good seamanship.
• Understudy the MASTER / OIM and deputize when he/she is indisposed.
• Supervise the 2nd Mate’s, 3rd Mate’s, and Able Bodied Seamen’s activities, perform the duties of a DPO when required.
• Assist the MASTER / OIM during rig moves and anchor handling operations between drilling locations and in ports.
• In relation to the vessel’s trim and stability requirements, communicate with the Maintenance Supervisor regarding the disposition, loading, ordering and use of fuel, potable and drill water.
• Capable of performing DP incident investigation.
• Capable of planning, executing, and leading DP trials and drills including black out recovery.
• Support implementation of the Energy Management System on the installation.
• Review and monitor progress of energy objectives and targets on the installation.
• Manage allocated resources for effective implementation of the Ship Energy Efficiency Management Plan.
• Ensure energy performance / management is considered as a part of operational decision making. 
• Norway Specific: Responsible position for operation as described in NORSOK R003 “safe use of lifting equipment” sections.

Personnel:

• Promote and maintain good working relationships with other departments, third-party personnel and Customer representatives.
• Ensure all Marine personnel meet the training requirements as per their applicable training matrix.
• Mentor, coach, develop and train crew members to ensure they are competent to work at their next job level.
• Provide leadership and motivation to the marine crews. Apply continuous improvement process.
• Mentor 2nd Mate Senior Dynamic Positioning Operators and deputize when operations, security of well, and personnel safety are not at risk.
• Participate fully in the annual performance appraisal process.
• Apply appropriate accountability regarding recognition; recommend promotion or disciplinary action up to and including discharge.
