GENERAL DESCRIPTION OF CLASS

The Engineering Technician III is responsible for organizing, supervising and coordinating engineering activities associated with the County’s utility systems, construction and customer connection program.

This position regularly interacts with other governmental agencies, consulting engineers, utility contractors, other County Departments and the general public.  This position may be assigned special projects and other responsibilities as required.

ESSENTIAL TASKS

The tasks listed below are those that represent the majority of the time spent working in this class.  Management may assign additional tasks related to the type of work of the class as necessary.

Assist in administering and reviewing of County utility construction projects to include inspections, review applications, change orders and maintenance of records to ensure the projects are being completed timely and in a cost effective manner.

Prepares plans for new customer connections to County owned water and sewer systems.

Performs inspections of utility systems to determine and ensure compliance with all County and State regulations and standards.

Assist in preparing of maps, cost estimates and engineering plans for utility projects.

Periodically coordinates and supervises maintenance repairs with contractors; provides contract operator with available as-built information on systems as required.

Works outside of regular work schedule to include on-call, holidays, nights, and weekends when needed.

Considered essential employee in the event of inclement weather or emergency conditions.

All other duties as assigned.

Requires compiling, analyzing, interpreting, and disseminating data or information and implement and report on operations and activities which are very broad in scope.

Requires incumbent to have the ability to work collaboratively, communicate effectively, and display of commitment; instructing, training others be able to motivate and manage others by maintaining harmonious relations and promoting efficiency.

INVOLVEMENT WITH THINGS:

Requires to utilize a variety of equipment such as office equipment (computer, printer, copier, telephone, fax machine), GIS Mapping, Video Camera, and metal locator.

COGNITIVE REQUIREMENTS

REASONING REQUIREMENTS:

Requires ability to analyze, evaluate, apply and perform work involving the application of logical principles and thinking to solve or define problems within or applying to a unit or division of the organization.  Must have the ability to comprehend, interpret and apply State and County ordinances and regulations relative to this position.

MATHEMATICAL REQUIREMENTS:

Requires using algebra working with such factors as exponents, logarithms, linear and quadratic equations; concepts of analytic geometry, differentiation and integration of algebraic functions; statistics, applying such functions as frequency distribution, reliability, validity and correlation techniques; finance and economics using financial and econometric models.

LANGUAGE REQUIREMENTS:

Requires reading journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style.

MENTAL REQUIREMENTS:

Requires extensive understanding of operating policies and procedures and ability to apply these to complex problems; requires continuous, close attention for accurate results and frequent exposure to unusual pressures.

VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION

VOCATIONAL/EDUCATIONAL PREPARATION:

  • Associates degree.
  • Five (5) years of related work experience.

  • Any combination of education and experience that meets the requirements for performing the essential functions of this job.

SPECIAL CERTIFICATIONS AND LICENSES:

Must possess a valid state driver’s license.

May require additional technical certification(s) as deemed necessary by manager.

EXPERIENCE REQUIREMENTS:

Requires five years of related experience or

Two years of experience and Associate’s Degree in appropriate discipline.

PHYSICAL AND DEXTERITY REQUIREMENTS:

Requires precise movements of fingers/hands/arms on continuous basis when utilizing the computer and telephone; simple movements of legs and feet periodically and may require coordinated efforts of fingers, hands, arms, and torso when traveling on department County business.

This position routinely requires repetitive motion, balancing, bending/kneeling, climbing, crawling, heavy lifting, pulling, carrying or pushing of objects weighing up to 100 pounds.  The incumbent must be capable of sitting, stooping and reaching up to 90% of the time when performing normal job functions.

ENVIRONMENTAL HAZARDS:

This position is a safety sensitive position.  The job may risk exposure to bright / dim light, extreme heat and/or cold, wet or humid conditions, dusts and pollen, extreme noise levels, vibration, fumes and/or noxious odors, traffic, moving machinery, electrical shock, confined spaces, disease/pathogens, toxic / caustic chemicals, dangerous gases, etc., during field inspections.

SENSORY REQUIREMENTS:

The job requires normal visual acuity, depth perception, and field of vision, hearing and speaking abilities, color perception, odor perception, texture and depth perception.
