The Compliance Officer for Rail Operations ensures that all aspects of the organization’s rail operations comply with applicable federal, state, and local regulations, particularly those set by the Federal Railroad Administration (FRA) and the Federal Transit Administration (FTA). This role involves developing, implementing, and overseeing compliance programs, conducting audits, managing corrective actions, and serving as a subject matter expert in regulatory requirements. The Compliance Officer plays a critical role in maintaining the safety, reliability, and integrity of rail operations by ensuring adherence to laws, regulations, and internal policies.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Monitor, interpret and ensure adherence to FRA, FTA, and other relevant regulations. Develop and maintain compliance programs to meet regulatory requirements.
  • Plan, conduct and report on internal audits and inspections of rail operations to identify compliance gaps. Collaborate with relevant departments to address and resolve any findings.
  • Develop, track and monitor corrective action plans (CAPs) to ensure timely and effective resolution of compliance issues. Assist in evaluating the effectiveness of CAPs and recommend improvements.
  • Maintain accurate records of compliance activities, audits and inspections. Prepare and submit reports to regulatory agencies as required.
  • Develop, review, and update policies, procedures and standard operating procedures (SOPs) to ensure they meet current regulatory requirements. Collaborate with other departments to ensure consistent application across all rail operations.
  • Stay informed about changes in regulatory requirements and industry best practices. Recommend and implement process improvements to enhance the organization’s compliance posture.
  • Identify potential compliance risks and work with relevant departments to develop mitigation strategies. Conduct regular risk assessments and update compliance programs as necessary.
  • Perform all other job-related duties as assigned.

QUALIFICATIONS:

  • A Bachelor’s degree in business administration, law, transportation, engineering or related field. A Master’s degree or professional certification in compliance is preferred.
  • Minimum of 3 years of experience in regulatory compliance, preferably within the rail industry or a related transportation sector.
  • Possess a valid Colorado Driver License or ability to obtain within 30 days of hire.
  • Proficient in Microsoft Office Suite.
  • Knowledge of FRA and/or FTA regulations, and familiarity with safety management systems (SMS) and risk management principles.
  • Strong analytical and problem-solving skills with the ability to assess complex compliance issues and develop effective solutions.
  • Excellent written and verbal communication skills, with the ability to convey complex regulatory requirements to a diverse audience.
  • High level of attention to detail to ensure accuracy in audits, reports, and compliance documentation.
  • Strong interpersonal skills to work effectively with internal teams, regulatory agencies, and other stakeholders.
  • Demonstrated ability to act with integrity and professionalism, maintaining the highest ethical standards in all compliance-related activities.

  • The work environment will be conducted in a typical office environment with minimal exposure to excess noise or adverse environmental issues. The employee must occasionally lift and/or move up to 20 pounds.
  • The employee will be occasionally exposed to moving mechanical parts, moving trains, outside weather conditions, and moderate to high noise level.

Pay Range:

$77,437.00 - $109,380.25 Annual
