WHAT YOU WILL DO:
As our Disabled Veterans’ Outreach Program Specialist (DVOP)/ Local Veterans’ Employment Representative (LVER) you will specialize in individualized Veteran career services and assist businesses in attracting Veteran talent. You will work with veterans and eligible persons with significant barriers to employment (i.e. disabled, economically and/or educationally disadvantage, and/or unhoused). You will assist job ready veterans with job development/placement; help businesses secure federal tax credits and offset training costs when new employees are hired from specific populations. Also, collaborating with many partner agencies and organizations to assess the job-readiness of candidates and provide links to training programs if needed. You will analyze, report, and provide technical assistance on U.S. Department of Labor Programs; research and share best practices from synthesizing Federal and State Program Data and compile reports on best practices, proposed improvements, and enhancements.
Track, review, and analyze updates and changes to state and federal laws pertaining to veteran programs. Write Quarterly Managers Reports on increased employment opportunities for veterans.
Develop and maintain relationships with business leaders, local Workforce Board, Regional Solutions Centers, workforce partners, economic development, and training providers to promote employment, training, and credentialing programs for veterans.
Develop relationships with local apprenticeship, internship programs, and training centers to increase opportunities for veterans. Research, coordinate, and develop new apprenticeship sites.
Establish rapport with veterans from different eras through open communication, active listening, and understanding of U.S. Military “veterans” culture.
Conduct initial comprehensive “whole person concept” assessment of the veteran, eligible spouse, or eligible person to confirm eligibility for DVOP individualized career services/intensive services, identify immediate needs, provide direct referrals to supportive services, and identify significant barriers to successful job search.
Develops Individual Employment Plans (IEP) that have a long-term career/employment goal, short-term goals to overcome Significant Barriers to Employment identified during assessments, and case notes to document IEP progress to achieve a successful outcome.
Assess customers’ employability status and provide value-added referrals to workshops, special services, community resources, and supportive service agencies for needed services and /or technical assistance.
To provide program coverage, travel throughout the Clatsop, Tillamook and occasionally Columbia County areas is required when needed. Clatsop or Tillamook can be the base location and an Oregon Employment vehicle may be provided for use; travel will be reimbursed to all non-base locations when using a personal vehicle.

WHAT WE ARE LOOKING FOR:
Required Minimum Qualifications-
Two years providing customer service, which included requesting and reviewing information, documentation, and deciding an action based on the information.
Examples of qualifying experience are eligibility interviewer, application examiner, unemployment insurance, examination proctor, information clerk, insurance aide, public counter intake person, employment and claims aide, employment services, job placement, recruiter, vocational guidance, or retail industry if it involved the above stated experience.
Two years of education or experience. Listed above are examples of acceptable experience. 45-quarter (30-semester) college-level credits in Human Resources, Vocational or Career Counseling, Social Services, Psychology, Education, Business or Public Administration, Communication or related field substitute for one year of experience.

Customer Focus: Two (2) years of experience showing ability to professionally interact with a high volume of diverse customers providing service that exceeds the customers’ expectations.
Preference will be given to Military Veterans.

WORK LOCATION INFORMATION:
This position will report to the WorkSource Oregon Center offices in Clatsop, Tillamook and occasionally Columbia County areas and is not suitable for remote or hybrid remote work.
