SUMMARY OF DUTIES
In this position, you will execute the policies and goals through the management of operations, people, and their work. Provide direct supervision and management over staff and lower-level managers/supervisors. Organize and assign work activities and projects, manage programs, monitor workflow, and review and evaluate work products, methods, and procedures. Participate in strategic planning. With the passage of SB739 in 2025, more responsibility related to the LCU was placed on the CBC program for the oversight of licensed facilities. Specifically, SB 739 requires a more rigorous investigatory process, and requires the LCU team be responsible for additional policies and procedures. This position will oversee staff that implement this bill. Major duties include:
Program Operations/Supervision
Manage and direct the service delivery of the Community Based Care (CBC) complaint investigation functions for the State.
Interact with internal and external APD program staff on a regular basis to ensure that the program is operated in a consistent manner with the expectations of the OARs.
Develop necessary and appropriate documentation, by following clear guidelines, necessary to meet requirements for sanctions issued by SOQ including civil penalties, conditions, restriction of admissions, suspensions, non-renewals and revocations.
Coordinate with the Office of Adult Protective Services (APS) when issues have potential to become abuse or neglect.
Create, monitor, and evaluate systems for assuring the delivery of the program according to Oregon Administrative Rules, Oregon Revised Statutes, and Agency best practices to assure that agency response to persons at risk are done within mandated time frames, that investigations are followed up thoroughly and, in a manner, and appropriate referrals to other agencies are done as needed.
Coordinate and cooperate regularly with other DHS programs and shared/central services including SOQ, APS, Developmental Disabilities, APD as well as partner agencies, including Aging and Disability Resource Connections, Area Agencies on Aging, and other State and Federal partners.
Review and evaluate data to monitor whether these expectations are being met, to identify trends, and track data related to Complaint Investigator reports.
Provide technical advice and regulation/rule clarifications to support staff, local APD units, ombudsmen and facility personnel or representatives, and/or refer to appropriate persons or agencies as necessary.
Answer questions and inquiries concerning LTC rules of the state government, interpreting those rules and regulations for providers, other agencies, and the public.
Approve purchasing requests for office supplies and equipment.
Assist CBC program manager and other supervisors with other activities in their absence or as requested.
Develop, maintain, update and revise office policies and procedures.
Participate in committees reviewing policies and procedures for activities which interface with APD, central office and other agency branches.
WORKING CONDITIONS
This position works a hybrid schedule Monday through Friday from 8:00AM to 5:00 pm with occasional travel to work facilities to participate in meetings, investigations and facility visits is required and may include some overnights for variable lengths of time; poor road conditions and inclement weather may be a factor. There work hours are required and not negotiable.
Required to occasionally work excess of scheduled hours on some days and/or weekends/holidays, or in the event of serious or emergency situations.
Must work effectively and cooperatively, both within and outside of SOQ, with a variety of professional and nonprofessional persons from diverse backgrounds working in diverse disciplines.
Work positively and effectively with people who may be hostile toward complaint unit activities.
