Business Oregon, the state’s economic development agency, is currently hiring a Broadband Project Coordinator (Program Analyst 3). The primary purpose of the position is to manage grant agreements for Oregon Broadband Office financial assistance from broadband programs. This position is funded through the Broadband Equity, Access, and Deployment Program (BEAD) to support its implementation in Oregon.
Note: We are committed to fostering a supportive work environment that promotes work-life balance and flexibility. This hybrid role offers remote work options, with the expectation of infrequently required days to support business operations in the Salem office. Additionally, this position may require travel throughout the state and occasional overnight stays.
Here’s what you will do:
Manage grant agreement contracts for Oregon Broadband Office financial assistance.
Make visits to broadband project sites and meet with recipients.
Work with recipients to resolve problems; this may include professional assistance suggesting solutions and providing models or examples from other jurisdictions.
Oversee complex, high value project disbursements.
Compile closeout reports submitted by recipients for compliance with programmatic funding requirements to determine if recipient accomplished the objectives stated in the original application and award contract.
Provide on-going technical assistance such as mapping of unserved and underserved areas, network strategies, federal laws and state laws related to telecommunication and broadband networks.
Work directly with the BEAD Program Coordinator consultants, and subrecipients.
Minimum Qualifications:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years’ experience coordinating or administering a program
OR
Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

Requested Skills:

Demonstrated experience developing and managing federally funded grant agreements for eligible and pass through entities or subrecipients. Telecommunications or infrastructure grant agreement experience is preferred.
Demonstrated experience monitoring compliance with technical aspects of complex grant agreements, communicating requirements to sub‑grantees, and negotiating resolutions to issues during the contract performance period.
Certification or demonstrated experience using federal grant management principles.
Certification or demonstrated experience using Project Management Body of Knowledge (PMBOK).
Strong written and verbal communication skills, with proficiency in Excel.
Ability to establish and maintain working relationships with a wide range of stakeholders, including local/state/federal government, state and local elected officials, businesses, and non-governmental organizations.

The Economic Development Division (EDD) promotes business and economic development opportunities by removing barriers to business growth and job creation/retention. Incentive programs and assistance include business finance programs, global trade assistance, infrastructure financing and other community and economic development programs. Recruitment Officers, Regional Development Officers, Global Trade Specialists, analysts, program specialists and coordinators, and loan officers work collectively in partnership with Oregon businesses and local communities to achieve the State’s economic development goals.

This is a full-time classified, exempt position and is not represented by a union.
This is a PERS qualifying position. Employees new to the Public Employee Retirement System (PERS) will get a 6.95% base salary increase and will pay a 6% employee contribution to PERS, after an initial six-month waiting period.
