Overview
The Project Controls Lead (PCL) is responsible for implementing overall project controls direction through the application of systems and methods for estimate development, cost control, progress measurement, schedule development/control, and management of change. This position provides leadership, coordination, and expertise in all areas of cost and schedule management, ensuring consistent stewardship, reporting, and forecasting across the project lifecycle.
Responsibilities
- Provide project cost, schedule, progress measurement, and change management leadership and expertise.
- Develop and maintain the Project Controls Plan and Management of Change (MOC) Plan.
- Support Project Teams and Stewards with cost and schedule analysis, reporting, forecasting, and budgeting.
- Ensure stewardship processes are established and implemented for monthly cost and schedule reviews.
- Coordinate priorities for estimating, planning, and cost control activities.
- Lead preparation and maintenance of the Cost Breakdown Structure (CBS), Original Control Budget (OCB), Current Control Budget (CCB), and Project Master Schedule.
- Collect, analyze, and report project cost and schedule control information to identify trends and potential issues.
- Facilitate the Management of Change process and ensure alignment with project objectives.
- Participate in bid evaluations, Gate Reviews, and development of Estimate Confidence Packages and Estimate Development Plans.
- Interface with Controllers regarding AFEs, budgets, invoices, and Work-In-Place development.
- Review and endorse contractor cost, schedule, and progress baselines and forecasts.
- Monitor contractor performance in cost control, progress measurement, and schedule management.
- Support site management in developing corrective actions and recovery plans when needed.
- Lead the cost and schedule organization across contractor sites and serve as the main link to the Project Management Team.
- Coordinate development of the Project Controls Implementation Plan tailored to the project.
- Mentor and provide feedback to project controls engineers and planners.
- Drive and promote capital efficiency and continuous improvement in project execution.
Qualifications
- Bachelor’s degree in Engineering, Engineering Technology, or Construction Management.
- Demonstrated experience in project controls, with a focus on cost control and schedule management.
- Supervisory or leadership experience required.
- Strong knowledge of project management best practices and key work processes.
- Proficient in Excel and PowerPoint with strong analytical and computing skills.
- Excellent interpersonal, communication, and influencing abilities.
- Proven adaptability to changing priorities and ability to multitask effectively.
- Willingness to relocate or work overseas in a team environment.
- Strong consulting, mentoring, and problem-solving skills.
- Must meet conditional job offer requirements including background check, drug test, MVR, and fit for duty/agility test.
