The I&C / Telecom / LSS Commissioning Engineer is responsible for the planning, execution, and documentation of commissioning activities for Instrumentation & Controls (I&C), Telecommunications, and Life Safety Systems (LSS) on mission-critical and high-technology construction projects. This role works closely with construction, engineering, quality, and operations teams to ensure systems are installed, tested, integrated, and turned over in compliance with design intent, client standards, and regulatory requirements.
Lead and execute commissioning activities for I&C, Telecom, and LSS systems from pre-functional testing through integrated system testing (IST) and final turnover.
Review design documents, drawings, specifications, control narratives, and submittals to verify commissioning requirements and system intent.
Develop, review, and execute commissioning plans, procedures, scripts, and checklists for:
Fire Alarm & Mass Notification Systems
Access Control & Video Surveillance (CCTV)
Public Address (PA) / Intercom Systems
Structured Cabling & Network Infrastructure
BAS/BMS interfaces and field instrumentation
Perform field walkdowns, inspections, and verification testing to confirm installation completeness, labeling, addressing, grounding, and readiness for startup.
Coordinate and support functional, performance, and acceptance testing with contractors, vendors, AHJs, and client representatives.
Troubleshoot and resolve controls, communications, and system integration issues, including network connectivity, signal integrity, and device configuration.
Verify proper alarm, interlock, fail-safe, and redundancy performance in accordance with codes and client standards.
Interface with controls, mechanical, electrical, and commissioning teams to support integrated system testing (IST).
Track, document, and manage commissioning issues, deficiencies, and punch list items through commissioning software or project tracking tools.
Maintain accurate commissioning documentation, including test results, redlines, as-built verification, and system turnover packages.
Support cutover activities, operational readiness reviews, and transition to operations.
Enforce EHS, LOTO, and safe commissioning practices during all testing activities.
Participate in client meetings, progress updates, and commissioning reviews.
Strong working knowledge of I&C, Telecom, and Life Safety Systems in mission-critical environments.
Hands-on experience commissioning systems such as:
Fire Alarm & Mass Notification
Access Control, CCTV, and Security Systems
Structured Cabling, Fiber, and Network Infrastructure
BAS/BMS integration and field instrumentation
Solid understanding of control systems, networking fundamentals, signal types, and communication protocols.
Experience with commissioning documentation, test scripting, and issue tracking tools.
Ability to read and interpret drawings, control schematics, one-lines, and specifications.
Familiarity with applicable codes and standards, including NFPA, NEC, TIA/EIA, IEEE, ISA, and local AHJ requirements.
Strong troubleshooting, problem-solving, and analytical skills.
Excellent communication skills with the ability to coordinate across construction, commissioning, vendors, and clients.
Willingness to work on active construction sites and support field-based commissioning activities.
Bachelor’s degree in Electrical Engineering, Instrumentation & Controls, Telecommunications, or related technical field preferred.
Equivalent industry experience may be considered in lieu of a degree.
3+ years of experience in commissioning, startup, or systems integration within data center, semiconductor, industrial, or mission-critical facilities.
Relevant certifications are a plus:
NICET (Fire Alarm or Systems)
CFPS, ETL, or manufacturer certifications
OSHA 10/30, NFPA 70E
Experience with semiconductor fabs or large data center campuses strongly preferred.
